Court Technology Information and Request Form
 

The 19th Circuit Court of Virginia has video/evidence systems available for court use. The systems enable attorneys to present evidence simultaneously to everyone in the courtroom through a network of video monitors or solely with the use of a pull down screen and a projector.

The systems allow lawyers to:

    • Show documents stored electronically on an attorney provided laptop.
    • Magnify portions of a document or a small piece of physical evidence.
    • Show Power Point presentations directly from their laptops.
    • Display videotape or DVD evidence.
    • Play audiotape evidence.

      The systems also allow attorneys or witnesses to annotate documents or videotaped images on touch screens, and print the annotated evidence for later review by a judge or jury.

      A mobile video evidence system that can be used in any courtroom is available.

      There is (1) permanent system installed in courtroom 5E.

      In addition to all the features listed above the courtroom allows for telephone conference calls and video conference calls.

      The components of the mobile and permanent video evidence systems are similar.

      At the Podium, a 17-inch video monitor/touch screen on which evidence is displayed and annotated, the remote system control panel, and the document camera which transmits images of the evidence to the monitors. In addition to documents, the camera can display small three-dimensional objects, photographs, negatives and x-rays. The Podium also provides the DVD/VCR combo and audiotape player as well as a connection for an attorney supplied laptop.

Witnesses can view and annotate documents on their own monitor/touch screen.

At each counsel table, a 17-inch annotation capable touch screen monitor displays the evidence. There is also a connection provided for counsel to connect to their laptops to present the evidence from the tables.

There is a control panel for the court clerk and a control panel and monitor provided for the judge.

There are (2) 42-inch Plasma monitors on each side of the gallery for viewing.

There is a projector also available with a large pull down screen.

The jury box is outfitted with (8) 17-inch monitors which equates to (1) monitor per every (2) jurors.

There is a 61-inch plasma monitor behind the witness stand which is used for presentation as well as remote testimony.

Attorneys interested in using the systems must fill out and submit the form below. At least two weeks notification is required.
Should the case SETTLE or be CONTINUED it is the responsibility of the ATTORNEY to submit a cancellation form with all the pertinent information filled in.

A new reservation form will be required for the new continued date.

Failure to adhere to this policy may jeopardize future use of the Courtroom.

REMOTE VIDEOCONFERENCING

The ability to do remote videoconferencing is now available for use in courtroom 5E. The system uses ISDN lines to connect to any ISDN compliant videoconferencing system in the country or the world. The procedure to do a remote video conference is that once approval has been established through the judge the remote video conference information form must be filled out in it's entirety. The form is currently not available on the Internet but once the request gets granted by the judge the attorney will need to contact the Circuit Court IT Department at 703.246.2366. Failure to fill out the form in its entirety will void the video conference. Prior to the trial date, no less than 24 hours, there will be a mandatory "test" connection from the remote site to the court to show proof of a reliable connection. The policy of the Circuit Court is that the remote site will be required to initiate the connection for test as well as on the court date. 30 minutes prior to the case going forward another test will be initiated by the remote site for final verification of reliability. The remote site that the test is established with is to be the same remote site that the real court date connection is to be established. Once the video conference is established the 61" display that is mounted approximately behind where a witness would sit is where the remote individual will be shown. The remote site will then be able to see and hear what is going on in the courtroom and the courtroom will be able to see and hear what is going on at the remote site. The eight cameras that you see mounted around the courtroom can display all the angles needed for the video conference.

For any system reservation, at least two weeks notification is required. After submission you will be contacted by a IT support staff member to confirm availability. The systems are available on a first-come, first-served basis. The systems are run by the attorneys, not by court staff.
Orientation prior to any use of the equipment is strongly encouraged. After approval has been established for the case you must contact 703.246.2366 for orientation if desired.

If you need to bring in your own equipment you must call 703-246-3279 to clear it with security.
