Public Facilities Manual
The Public Facilities Manual (PFM) sets forth the guidelines which govern the design of all public facilities which must be constructed to serve new development. In adopting its Subdivision Ordinance in 1975, the Fairfax County Board of Supervisors incorporated specific reference to the requirements described in the PFM. Similarly in 1978, the Board adopted a Zoning Ordinance which made specific reference to the requirements in this Public Facilities Manual.

* On Oct. 20, 2008, Chapter 12 (Vegetation Preservation & Planting) was replaced in its entirety with a new Chapter 12 (Tree Conservation). The adopted amendments became effective at 12:01 a.m. on Jan. 1, 2009, and the following are grandfathered: proffered conditions, development plans, special exception plats and special permit plats approved prior to 12:01 a.m. Jan. 1, 2009; and site plans, public improvement plans, grading plans and subdivision plans (excluding preliminary plats), submitted prior to 12:01 a.m. Jan. 1, 2009, provided that any such plan obtains final approval no later than close of business on July 1, 2009.
