(NOTE: At the Board of Supervisors' meeting held on December 14, 1992, action was taken to recess the meeting until Tuesday, December 15, 1992 at 12:30 p.m. to go into Executive Session for discussion and consideration of personnel matters pursuant to the Virginia Code 2.1-344-A1.)

The recessed meeting was called to order at 3:10 p.m. with all Members being present, with the exception of Supervisor Alexander, and with Chairman Davis presiding.

Supervisor Alexander was absent from the entire meeting.

Others present were William J. Leidinger, County Executive; Robert L. Howell, Acting County Attorney; William O. Howland, Jr., Assistant to the County Executive; and Patti M. Hicks, Deputy Clerk to the Board of Supervisors.

2.ACTIONS FROM EXECUTIVE SESSION (Tape 1)

A.CERTIFICATION BY BOARD MEMBERS REGARDING

ITEMS DISCUSSED IN EXECUTIVE SESSION

Supervisor Bulova moved that the Board of Supervisors certify that, to the best of their knowledge, only public business matters lawfully exempted from the open meeting requirements prescribed by the Virginia Freedom of Information Act and only matters identified in the motion to convene Executive Session were heard, discussed or considered by the Board during the Executive Session. This motion was seconded by Supervisor Berger and carried by a vote of eight, Supervisor Frey abstaining because he was not present during the subject Executive Session, Supervisor Alexander being absent.

(NOTE: Later in the meeting, there was an additional action from Executive Session to appoint Mr. David Bobzien to the position of County Attorney. See Clerk's Summary Item CL#9B.)

3.RECOGNITION OF OFFICIALS FROM LOUDOUN

COUNTY (Tape 1)

Chairman Davis recognized the presence of the Members of the Loudoun County Board of Supervisors in the Board Room and he warmly welcomed them.

Chairman Davis announced that a joint meeting had been held earlier today between the Fairfax County and Loudoun County Board of Supervisors. He stated that this had been the first joint meeting to be held between these two counties in approximately 13 years.

Supervisor Hanley expressed her appreciation to those Board Members who had attended the breakfast meeting with Delegation Members held on Wednesday morning, December 16, 1992.

5.APPRECIATION TO BOARD MEMBERS FOR THEIR

EXPRESSIONS OF SYMPATHY TO SUPERVISOR

MICHAEL FREY, SULLY DISTRICT (Tape 1)

Supervisor Frey expressed his appreciation to those Board Members who had been supportive after the loss of his father last week.

6.NEXT BOARD MEETING SCHEDULED FOR JANUARY 11,

1993 (Tape 1)

Chairman Davis announced that the next Board of Supervisors' meeting, unless there is an emergency session, is scheduled for January 11, 1993.

7.HOLIDAY GREETINGS (Tape 1)

Chairman Davis wished everyone a happy holiday and a prosperous New Year.

8.UPDATE ON SON OF SUPERVISOR ERNEST BERGER,

DRANESVILLE DISTRICT (Tape 1)

Supervisor Berger briefed Board Members that, earlier this morning, his youngest son had surgery at Fairfax Hospital. He announced that the surgery had been successful and he expressed his appreciation to those Board Members who had been supportive.

9.ACTIONS FROM EXECUTIVE SESSION (Tape 1)

B.APPOINTMENT OF MR. DAVID BOBZIEN

AS COUNTY ATTORNEY FOR FAIRFAX COUNTY

(NOTE: Earlier in the meeting, Board Members certified the items discussed in Executive Session. See Clerk's Summary Item CL#2A.)

Supervisor Dix moved that the Board appoint Mr. David Bobzien to the position of County Attorney at a salary of $94,647, effective January 4, 1993. This motion was seconded by Supervisor McConnell and carried by a vote of nine, Supervisor Alexander being absent.

10.HOLIDAY GREETINGS (Tape 1)

Supervisor Dix extended holiday greetings to all Board Members.

11.BOARD ADJOURNMENT (Tape 1)

At 3:15 p.m., the Board adjourned.
