The meeting was called to order at 10:20 a.m. with all Members being present, with the exception of Supervisor Alexander, Supervisor Hyland, and Supervisor Trapnell, and with Chairman Davis presiding.

Supervisor Alexander, Supervisor Hyland, and Supervisor Trapnell were absent from the entire meeting.

Others present were William J. Leidinger, County Executive; David P. Bobzien, County Attorney; William O. Howland, Jr., Assistant to the County Executive; Nancy Vehrs, Clerk to the Board of Supervisors, Susan B. Erskine and Alyce H. Petersen, Office of the Clerk to the Board of Supervisors.

2.WORK SESSION ON THE DRAFT DULLES SUBURBAN CENTER

PLAN OF THE ROUTE 28 TASK FORCE (S92-CW-4CP)

(HUNTER MILL AND SULLY DISTRICTS) (Tape 1)

James P. Zook, Director, Office of Comprehensive Planning, briefed the Board on the Draft Dulles Suburban Center Plan of the Route 28 Task Force, with input from Neal Phillips, Representative of the Metropolitan Washington Airports Authority (MWAA).

A question-and-answer period ensued between Board Members and staff.

Following discussion, Mr. Zook briefly outlined the airport noise issues.

Chairman Davis recognized the presence of State Senator Janet D. Howell (D) and he warmly welcomed her to the Board Room.

Following discussion on the airport noise issues, Mr. Zook stated that he would be requesting the Board, at its next scheduled meeting, to refer the issue of airport noise to the Airports Advisory Committee.

Mr. Zook presented the public facilities impacts of land use recommendations regarding school facilities. A brief question-and-answer period ensued.

Susan Allen, Long Range Planner, Park Authority, presented the public facilities impacts of land use recommendations regarding parks.

Fred Selden, Policy Development Branch, Office of Comprehensive Planning (OCP), addressed the intensity of nodes in Land Units A and J. Discussion ensued between the Board and staff.

5.RECOGNITION OF DR. SIDNEY STEELE (Tape 2)

Supervisor Dix recognized the presence of Dr. Sidney Steele and welcomed him to the Board Room. Dr. Steele briefly addressed the Board.

Discussion continued between the Board and staff.

6.RECOGNITION OF STATE SENATORS CHARLES L. WADDELL

AND JANE H. WOODS (Tape 2)

Chairman Davis recognized the presence of State Senators Charles L. Waddell (D) and Jane H. Woods (R) and warmly welcomed them to the Board Room.

7.RECOGNITION OF RUSSIAN OFFICIALS (Tape 2)

Chairman Davis recognized the presence of visiting Russian Officials and he warmly welcomed them to the Board Room.

PLANNING, LOUDOUN COUNTY (Tape 3)

Julie Pastor, Director of Planning, Loudoun County, presented the Loudoun County perspective of the land use recommendations.

Following an acknowledgement of the outstanding efforts of Glenn Stroup, Member of the Route 28 Tax District Task Force, Chairman Davis announced that discussions regarding the proposed Plan submitted by the Task Force would continue on March 8, 1993, in order that a quorum may be present for this important issue.
