The meeting was called to order at 7:40 p.m. with all Members being present with the exception of Supervisor Alexander, Supervisor Dix, and Supervisor McConnell, and with Chairman Hanley presiding.

Supervisor Dix arrived at 8:25 p.m.

Supervisor Alexander and Supervisor McConnell were absent from the entire meeting.

Others present were William J. Leidinger, County Executive; David P. Bobzien, County Attorney; William O. Howland, Jr., Assistant to the County Executive, Cathy Chianese, Assistant to the County Executive; Barbara M. Jenkins, Assistant to the County Executive; Nancy Vehrs, Clerk to the Board of Supervisors; Ann Richardson and Alyce McCarter, Office of the Clerk to the Board of Supervisors.

2. 7:30 P.M. - PUBLIC HEARINGS ON THE: PROPOSED FISCAL YEAR (FY) 1996 FISCAL PLAN (BUDGET); COUNTY'S AND SCHOOLS' PROPOSED FY 1995 THIRD QUARTER REVIEW; AND CAPITAL IMPROVEMENT PROGRAM (CIP) FOR FY 1996-2000 (Tapes 1-6)

A Certificate of Publication was filed from the Editor of the Fairfax Journal showing that notice of said public hearing had been duly advertised in that Newspaper on March 31, 1995 as described:

Adding the Name and Social Security Number of the Recipient to Food Stamps

Following testimony by Mr. Sam Galzerano, Speaker Four, Representative, Good Shepherd Housing and Family Services, Chairman Hanley relinquished the Chair to Vice-Chairman Dix and asked unanimous consent that the Board direct staff to examine the feasibility of adding the name and social security number of the recipient to food stamps and requiring identification be shown when used. Without objection, it was so ordered.

Vice-Chairman Dix returned the gavel to Chairman Hanley.

Request for Additional Information Regarding Cash Flow Interrupting School Construction Projects and Biennial Budget Process

Following the testimony of Mr. Robert Whiteman, Speaker Eight, Chairman Hanley relinquished the Chair to Vice-Chairman Dix and asked unanimous consent that the Board direct staff to provide information regarding:

Request for Additional Information Regarding the "Increase in the School Budget of an Average Annual Rate of 1.4 Percent"

Following the testimony of Ms. Sally Quenneville, Speaker Nine, Chairman Hanley relinquished the Chair to Vice-Chairman Dix and asked unanimous consent that the Board direct staff to report with additional information regarding the school budget increase of an average annual rate of 1.4 percent and what this number represents. Without objection, it was so ordered.

Request for Additional Information Regarding Statement "Real Estate Tax Paid by the Typical Household is 12 Percent Lower Than in 1991"

Following testimony by Ms Jean Remler, Speaker 21, Vice-President, Fairfax County Reading Teachers Association, Chairman Hanley relinquished the Chair to Vice-Chairman Dix and asked unanimous consent that the Board direct staff to provide information regarding the statement "real estate tax paid by the typical household is 12 percent lower than in 1991." Without objection, it was so ordered.

Vice-Chairman Dix returned the gavel to Chairman Hanley.

Supervisor Hyland asked unanimous consent that the Board direct staff to provide information regarding the buying power of a typical household in 1991 compared to that at the present time. Without objection, it was so ordered.

FASTRAN

Following testimony by Mr. Al Metz, Speaker 35, At-Large Representative, Commission on Aging, Supervisor Berger asked unanimous consent that the Board direct staff to investigate whether FASTRAN can assist the seven elderly persons who are awaiting transportation to adult health day care. Without objection, it was so ordered.

The public hearing was held, with testimony being presented by 81 speakers.

BOARD MATTER

BUDGET SUBCOMMITTEE MEETING

Supervisor Frey announced that the Budget Subcommittee will meet on Friday, April 21, 1995 at 2:00 p.m. in rooms nine and 10 at the Government Center.

Supervisor Connolly asked unanimous consent that Board Members be provided a current list of potential add-on items prior to the next Budget Subcommittee meeting. Without objection, it was so ordered.
