The recessed meeting was called to order at 10:10 a.m. with all Members being present, with the exception of Supervisor Dix, Supervisor Connolly, Supervisor Frey, Supervisor Hyland, Supervisor McConnell, and Supervisor Mendelsohn, and with Chairman Hanley presiding.

A Certificate of Publication was filed from the Editor of the Fairfax Journal showing that notice of said public hearing had been duly advertised in that Newspaper on March 22, 1996 as described:
Presentation of the Final Report by the County Revenues and Expenditures Task Force (CREx)
William J. Bestimt, Chairman, County Revenues and Expenditures Task Force (CREx) presented the Final Report of CREx to the Board.
A brief question-and-answer period ensued between Board Members and Mr. Bestimt.
Chairman Hanley explained the procedures for conducting the public hearings relating to the budget.

Supervisor Dix apologized for being late to today's meeting; however he said he was attending Opening Day Ceremonies for Little League Baseball with his son.

Request for Additional Information Regarding Financing of the Government Center
Following the testimony of Ms. Stevie Bridgewater (Speaker 43), Chairman Hanley reqlinquished the Chair to Vice-Chairman Hyland and asked unanimous consent that the Board direct staff to provide information regarding the financing of the Government Center. Without objection, it was so ordered.
Vice-Chairman Hyland returned the gavel to Chairman Hanley.
Chairman Hanley announced the presence of Boy Scout Troop 1128 in the Board Auditorium and warmly welcomed them.
Request for Information Regarding the Northern Virginia Youth Services Coalition
Following the testimony of Ms. Beverly Salera (Speaker 88), Supervisor Hyland asked unanimous consent that the Board direct staff to provide information regarding the budget for the Northern Virginia Youth Services Coalition. Without objection, it was so ordered.
Following the testimony of Ms. Estella K. Bryans-Munson (Speaker 163), Supervisor Hyland asked unanimous consent that the Board direct staff to review the suggestion in the penultimate paragraph of her written testimony regarding restructuring the sale of Heritage Resources publications to increase marketing and wholesale sales. Without objection, it was so ordered.
Supervisor Connolly asked unanimous consent that the Board direct staff to analyze the fiscal implications of the specific suggestions presented in the testimony of Ms. Mercedes Dash (Speaker 162) regarding alternative ways to impose new fees which would mitigate the proposed fee on the family child care providers. Without objection, it was so ordered.
Following the testimony of Mrs. Leatha Copeland (Speaker 188), Chairman Hanley stated that she had received 406 post cards on behalf of the entire Board regarding additional funding for Schools. She shared the contents with the Board.
HAPPY BIRTHDAY TO RON MCDEVITT, OFFICE OF MANAGEMENT AND BUDGET, AND THOMAS JEFFERSON (Tape 13)
Following the testimony of Mr. Kenneth Poole (Speaker 200), Chairman Hanley expressed birthday wishes to Ron McDevitt, Office of Management and Budget, who shares a birthday with Thomas Jefferson.
The public hearing was held, with testimony being presented by 225 speakers.
Supervisor Hyland expressed his appreciation to Chairman Hanley for "keeping everyone together" during these lengthy public hearings.
Chairman Hanley announced that the record would remain open for the Proposed Capital Improvement Program (CIP) for the Fiscal Years 1997-2001 for written testimony only.
