Clerk's Board Summary

The special meeting was called to order at 8:55 a.m., with all Board Members being present, and with Chairman Hanley presiding.

Others present were Robert J. O’Neill, Jr., County Executive; David P. Bobzien, County Attorney; Catherine A. Chianese, Assistant to the County Executive; and Nancy Vehrs, Clerk to the Board of Supervisors.

RECESS/EXECUTIVE SESSION (No Tape)

Supervisor Connolly moved that the Board recess and go into Executive Session for matters enumerated in Virginia Code Section 2.1-344, namely interviews and discussion of prospective candidates for employment as the Chief of Police. This motion was seconded by Supervisor Gross.

Supervisor Dix moved to amend the motion to NOT conduct interviews during this Executive Session. This amendment was seconded by Supervisor Frey.

Following discussion, with input from David P. Bobzien, County Attorney, and Robert J. O’Neill, Jr., County Executive, the question was called on the amendment to the motion, which FAILED by a recorded vote of six, Supervisor Dix, Supervisor Frey, Supervisor McConnell, and Supervisor Mendelsohn voting "AYE."

The question was called on the main motion, which CARRIED by a recorded vote of six, Supervisor Dix, Supervisor Frey, Supervisor McConnell, and Supervisor Mendelsohn voting "NAY."

At 9:05 a.m., the Board recessed, and at 11:05 a.m., reconvened in the Board Auditorium with all Board Members being present, with the exception of Supervisor Connolly, Supervisor McConnell, and Supervisor Mendelsohn, and with Chairman Hanley presiding.

ACTION FROM EXECUTIVE SESSION

CERTIFICATION BY BOARD MEMBERS REGARDING ITEMS DISCUSSED IN EXECUTIVE SESSION (Tape 1)

Supervisor Bulova moved that the Board certify that, to the best of its knowledge, only public business matters lawfully exempted from the open meeting requirements prescribed by the Virginia Freedom of Information Act and only matters identified in the motion to convene Executive Session were heard, discussed, or considered by the Board during the Executive Session. This motion was seconded by Supervisor Hyland.

Chairman Hanley announced, for the record, that Supervisor McConnell had left the building.

The question was called on the motion which carried by a vote of nine: Supervisor Bulova, Supervisor Connolly, Supervisor Dix, Supervisor Frey, Supervisor Gross, Supervisor Hyland, Supervisor Kauffman, Supervisor Mendelsohn, and Chairman Hanley voting "AYE," Supervisor McConnell being out of the room.
