The special meeting was called to order at 8:20 a.m. in the County Executive's Conference Room, with all Members being present, with the exception of Supervisor Connolly and Supervisor McConnell, and with Chairman Hanley presiding.

Supervisor Connolly arrived at 8:30 a.m.

Supervisor McConnell arrived at 8:35 a.m.

Others present were Robert J. O'Neill, Jr., County Executive; David P. Bobzien, County Attorney; Anthony H. Griffin, Deputy County Executive, Catherine A. Chianese, Assistant to the County Executive; and Nancy Vehrs, Clerk to the Board of Supervisors.

FULL BOARD TO CONDUCT INTERVIEWS (Tape 1)

Chairman Hanley announced that the full Board would interview all of the Chief of Police candidates scheduled for interviews this weekend.

HOUSEKEEPING ANNOUNCEMENTS (Tape 1)

Supervisor Gross made some brief housekeeping announcements.

RECESS/EXECUTIVE SESSION (Tape 1)

At 8:25 a.m., Supervisor Gross moved that the Board recess and go into Executive Session for matters enumerated in Virginia Code Section 2.1-344, namely interviews and discussion of prospective candidates for employment as the Chief of Police.

Supervisor Bulova seconded the motion, which carried by a vote of eight, Supervisor Connolly and Supervisor McConnell not yet having arrived.

At 5:20 p.m., on Sunday, January 10, 1999, the Board reconvened in the County Executive's Conference Room with all Members being present, and with Chairman Hanley presiding.

ACTIONS FROM EXECUTIVE SESSION

CERTIFICATION BY BOARD MEMBERS REGARDING ITEMS DISCUSSED IN EXECUTIVE SESSION (Tape 1)

Supervisor Bulova moved that the Board certify that, to the best of its knowledge, only public business matters lawfully exempted from the open meeting requirements prescribed by the Virginia Freedom of Information Act and only matters identified in the motion to convene Executive Session were heard, discussed, or considered by the Board during the Executive Session. Supervisor Connolly seconded the motion, which carried by unanimous vote: Supervisor Bulova, Supervisor Connolly, Supervisor Dix, Supervisor Frey, Supervisor Gross, Supervisor Hyland, Supervisor Kauffman, Supervisor McConnell, Supervisor Mendelsohn, and Chairman Hanley voting "AYE."

APPOINTMENT OF J. THOMAS MANGER AS CHIEF OF POLICE (Tape 1)

Supervisor Gross moved the appointment of J. Thomas Manger as Chief of Police at Grade 38, Step 10, at an annual salary of $110,642.06 effective January 11, 1999. Supervisor Mendelsohn seconded the motion, which carried by unanimous vote.
