Budget Public Hearing 08-00

The recessed meeting was called to order at 7:30 p.m., with all Members being present with the exception of Supervisor Frey, Supervisor Kauffman, and Supervisor McConnell, and with Chairman Hanley presiding.

Supervisor Kauffman and Supervisor McConnell arrived at 7:35 p.m.

Supervisor Frey arrived at 7:40 p.m.

Others present were Anthony H. Griffin, County Executive; Karen J. Harwood, Deputy County Attorney; Catherine A. Chianese, Assistant to the County Executive; Christina M. Manning, Assistant to the County Executive; Nancy Vehrs, Clerk to the Board of Supervisors; and Patti M. Hicks, Deputy Clerk to the Board of Supervisors.

AGENDA ITEMS

2. 7:30 P.M. - CONTINUATION OF THE PH ON THE PROPOSED ADOPTION OF THE COUNTY EXECUTIVE'S PROPOSED FISCAL YEAR (FY) 2001 ADVERTISED BUDGET PLAN AND THE CAPITAL IMPROVEMENT PROGRAM FOR FY 2001-2005 (WITH FISCAL YEARS TO 2008 AND PH ON AMENDMENTS TO THE CURRENT APPROPRIATION LEVEL IN THE FY 2000 REVISED BUDGET PLAN (Tapes 1-4)

Following the testimony of Mr. Tom Dowling (Speaker 7), Chairman Hanley relinquished the Chair to Vice-Chairman Hyland and asked unanimous consent that the Board direct staff to provide information regarding the funding to the Northern Virginia Resource Center for the Deaf and Hard-of-Hearing. Following input from Edward L. Long, Jr., Chief Financial Officer, without objection, the request was so ordered.

Vice-Chairman Hyland returned the gavel to Chairman Hanley.

During the testimony of Bill Schmidt, Chairman, Fairfax County Volunteer Fire Commission (Speaker 66), Supervisor Frey asked unanimous consent that the Board direct staff to report with information on the cost for the installation of vehicle exhaust systems in six volunteer stations.

Supervisor Kauffman asked to amend the request to direct staff to include this item as a Consideration Item.

Without objection, the request as amended, was so ordered.

Following the testimony of Mr. John S. "Pete" Kirby (Speaker 67), Supervisor Gross asked unanimous consent that the Board direct staff to determine if there is another source of funding for the requested fire apparatus. Without objection, it was so ordered.

Following the testimony of Mr. Basant Sood, Representative, Fairfax County Engineers II, Chairman Hanley relinquished the Chair to Vice-Chairman Hyland and asked unanimous consent that the Board direct staff to provide the results of the appeals of the County’s market rate pay study. Without objection, it was so ordered.

Vice-Chairman Hyland returned the gavel to Chairman Hanley.

The public hearing was held with testimony presented by 76 speakers.

The decision on the adoption of the Fiscal Year (FY) 2001 Advertised Budget Plan, the CIP for FY 2000-2005 (with future fiscal years to 2008) and the FY 2000 Third Quarter Review is scheduled for April 24, 2000.

BOARD MATTER

3. SENATE JOINT RESOLUTION 121 ON THE NORTHERN VIRGINIA REGIONAL TRANSPORATION AUTHORITY (Tape 4)

Chairman Hanley announced that she had received a letter from Susan Clarke Schaar, Clerk of the Senate, Commonwealth of Virginia, requesting the Board to designate a representative for the Senate Joint Resolution 121 study on the Northern Virginia Regional Transportation Authority.

Supervisor Hyland moved that the Board designate Chairman Hanley as its Representative. Supervisor Kauffman seconded the motion and it carried by unanimous vote.

At 12:15 a.m., on Wednesday, April 5, 2000, the Board recessed until 7 p.m. for continuation of the following public hearings:
