Budget Public Hearing 09-00

The recessed meeting was called to order at 7 p.m., with all Members being present, and with Chairman Hanley presiding.

Others present were Anthony H. Griffin, County Executive; David P. Bobzien, County Attorney; Catherine A. Chianese, Assistant to the County Executive; Christina M. Manning, Assistant to the County Executive; and Clarice Morris, Office of the Clerk to the Board of Supervisors.

BOARD MATTER

2. APPOINTMENTS TO THE VIRGINIA RAIL EXPRESS (VRE) STATION STUDY TASK FORCE (Tape 1)

(APPTS) Supervisor Frey moved the following appointments to the VRE Station Study Task Force:

Supervisor Hyland seconded this motion and it carried by a vote of eight, Supervisor Connolly and Supervisor Mendelsohn being out of the room.

3. 7 P.M. - SCHOOL BOARD PRESENTATION (Tape 1)

Chairman Hanley announced the presence of the Robert E. Frye, Sr., School Board Chairman/At-Large Representative; Dr. Daniel A. Domenech, Superintendent of Schools; and School Board Members Cathy Belter, Springfield District Representative, Isis Castro, Mount Vernon District Representative, Mychele B. Brickner, At-Large Representative, Stuart D. Gibson, Hunter Mill District Representative, and Jane K. Strauss, Dranesville District Representative, and warmly welcomed them to the Board Auditorium.

Mr. Frye presented the School Superintendent’s Proposed Fiscal Year (FY) 2001 Budget and discussion ensued with input from Charles Woodruff, Assistant Superintendent, Schools Division.

Supervisor Frey asked unanimous consent that the Board direct staff to provide Members of the Board of Supervisors with copies of Loudoun County's pay scales for FY 2001 and Fairfax County's proposed pay scale under the School Board Budget. Without objection, it was so ordered.

Following a query by Supervisor Frey, Mr. Frye indicated that he would provide the Board with information regarding the number of teachers that have left Fairfax County to work for the Loudoun County School System.

There was additional discussion with input from Edward L. Long, Jr., Chief Financial Officer.

4. 7:30 P.M. - CONTINUATION OF THE PH ON THE PROPOSED ADOPTION OF THE COUNTY EXECUTIVE'S PROPOSED FISCAL YEAR (FY) 2001 ADVERTISED BUDGET PLAN AND THE CAPITAL IMPROVEMENT PROGRAM FOR FY 2001-2005 (WITH FISCAL YEARS TO 2008 AND AMENDMENTS TO THE CURRENT APPROPRIATION LEVEL IN THE FY 2000 REVISED BUDGET PLAN (Tapes 1-4)

Following the testimony of Mr. Robert Mortensen (Speaker 7), Supervisor Kauffman asked unanimous consent that the Board direct staff to prepare a Consideration Item to add funding in the amount of $100,000 for the Central Springfield Revitalization Area. Without objection, it was so ordered.

Welcome to Kaye Kory, Mason District Representative to the School Board (Tape 2)

Following the testimony of Dr. Mel Riddle (Speaker 28), Chairman Hanley recognized the presence of Kaye Kory, Mason District Representative to the School Board, and warmly welcomed her to the Board Auditorium.

Welcome to Reid G. Voss, Student Member to the School Board (Tape 3)

Following the testimony of Mr. Amir Bhadi (Speaker 51), Chairman Hanley recognized the presence of Reid G. Voss, Student Member of the School Board, and warmly welcomed him to the Board Auditorium.

Following the public hearing, with testimony presented by 76 speakers, Chairman Hanley announced that the record would remain open for the submission of written testimony only.

The decision on the adoption of the Fiscal Year (FY) 2001 Advertised Budget Plan, the CIP for FY 2000-2005 (with future fiscal years to 2008) and the County and Schools' Proposed FY 2000 Third Quarter Review (Amendments to the Current Appropriation Level in the FY 2000 Revised Budget Plan) is scheduled for April 24, 2000, at 2 p.m.

5. FAREWELL TO MS. JENNIFER V. WAYSOME, OFFICE OF THE CLERK TO THE BOARD OF SUPERVISORS (Tape 4)

Supervisor McConnell announced that this would be the last meeting for Ms. Jennifer V. Waysome from the Office of the Clerk to the Board of Supervisors who will be taking a new position in the Department of Purchasing and Supply Management, and wished her well.

6. BUDGET WORKSHOP (Tape 4)

Supervisor Bulova, Chairman, Budget Committee, announced that a budget workshop is scheduled for Monday, April 10, 2000, at 9 a.m. and a pre-mark up session on Thursday, April 13, 2000, at 2 p.m.

7. A NOTE FOR THE RECORD (Tape 4)

Supervisor Connolly noted for the record that all ten Board Members were present at the close of the public hearings.

8. BOARD ADJOURNMENT (Tape 4)
