Budget Public Hearing 01-08

The recessed meeting was called to order at 6:35 p.m., with all Members being present, with the exception of Supervisor Hyland, Supervisor Kauffman, and Supervisor Mendelsohn, and with Chairman Hanley presiding.

Supervisor Kauffman and Supervisor Mendelsohn arrived at 6:40 p.m.

Supervisor Hyland arrived at 7 p.m.

Others present were Anthony H. Griffin, County Executive; David P. Bobzien, County Attorney; Catherine A. Chianese, Assistant to the County Executive; Christina M. Manning, Assistant to the County Executive; Nancy Vehrs, Clerk to the Board of Supervisors; Donna Budd; and Debby Melko, staff, Office of the Clerk to the Board of Supervisors.

AGENDA ITEMS

1. 6:30 P.M. – PRESENTATION BY THE FAIRFAX COUNTY SCHOOL BOARD CHAIRMAN (Tape 1)

Chairman Hanley welcomed to the Board Auditorium, Jane K. Strauss, Chairman, Fairfax County School Board, who introduced the following School Board Members and School Division staff:

Ms. Strauss presented the School Superintendent's proposed Fiscal Year 2002 Budget.

Following the presentation by Ms. Strauss, Chairman Hanley recognized the presence in the Board Auditorium of two additional School Board Members, Kaye Kory, Mason District Representative, and Ernestine C. Heastie, Providence District Representative.

Discussion ensued with input from Mr. Brady and Anthony H. Griffin, County Executive.

2. 7:30 P.M. – CONTINUATION OF THE PH ON THE PROPOSED ADOPTION OF THE COUNTY EXECUTIVE'S PROPOSED FISCAL YEAR (FY) 2002 ADVERTISED BUDGET PLAN, THE CAPITAL IMPROVEMENT PROGRAM FOR THE FISCAL YEARS 2002 - 2006 (WITH FUTURE YEARS THROUGH 2009), AND THE CURRENT APPROPRIATION LEVEL IN THE FY 2001 REVISED BUDGET PLAN (Tapes 1-6)

Certification of Publication was filed from the editor of the Fairfax Journal showing that notice of said public hearing had been duly advertised in that newspaper in the issue of March 19, 2001.

Following the testimony of Ms. Molly Lynch (Speaker 64), President, Lorton Community Action Center, Supervisor Hyland asked unanimous consent that the Board direct staff to report with information regarding the additional funds needed to cover the overage for the Lorton Teen Center. Without objection, it was so ordered.

Following the testimony of Mr. Joseph Potosnak (Speaker 74), President, Fairfax County Adult Day Health Care Associates, Supervisor Hyland asked unanimous consent that the Board direct staff to report with the amount the Board had increased the budget for Adult Day Care regarding the following three areas stated by Mr. Potosnak:

Without objection it was so ordered.

The public hearing was held with testimony presented by 75 speakers.

3. BOARD RECESS (Tape 6)

At 12:05 a.m., on Wednesday, the Board recessed until 4 p.m. for continuation of the following public hearings:
