Budget Public Hearing 01-09

The recessed meeting was called to order at 4:05 p.m., with all Members being present, with the exception of Supervisor Connolly, Supervisor Kauffman, and Supervisor McConnell, and with Chairman Hanley presiding.

Supervisor Kauffman arrived at 4:10 p.m.

Supervisor McConnell arrived at 4:20 p.m.

Supervisor Connolly was absent from the entire meeting.

Others present were Anthony H. Griffin, County Executive; Karen J. Harwood, Deputy County Attorney; Catherine A. Chianese, Assistant to the County Executive; Christina M. Manning, Assistant to the County Executive; Nancy Vehrs, Clerk to the Board of Supervisors; and Patti M. Hicks, Deputy Clerk to the Board of Supervisors.

AGENDA ITEMS

1. 7:30 P.M. – CONTINUATION OF THE PH ON THE PROPOSED ADOPTION OF THE COUNTY EXECUTIVE'S PROPOSED FISCAL YEAR (FY) 2002 ADVERTISED BUDGET PLAN, THE CAPITAL IMPROVEMENT PROGRAM FOR THE FISCAL YEARS 2002 - 2006 (WITH FUTURE YEARS THROUGH 2009), AND THE CURRENT APPROPRIATION LEVEL IN THE FY 2001 REVISED BUDGET PLAN (Tapes 1-8)

Certification of Publication was filed from the editor of the Fairfax Journal showing that notice of said public hearing had been duly advertised in that newspaper in the issue of March 19, 2001.

(Tape 1)

Following the testimony of Ms. Bonnie O’Leary (Speaker 2), Supervisor Mendelsohn asked unanimous consent that the Board direct staff to determine whether the request for $50,000 for the Northern Virginia Resource Center was included in the FY 2002 Advertised Budget Plan. Without objection, it was so ordered.

Following the testimony of Jane Snyder, Chairman, Child Care Advisory Council (Speaker 13), Chairman Hanley relinquished the Chair to Vice-Chairman Hyland and asked unanimous consent that the Board direct staff to determine why persons on the waiting list for child care cannot be contacted. Without objection, it was so ordered.

Vice-Chairman Hyland returned the gavel to Chairman Hanley.

Following the testimony of Rick Nelson, President, Fairfax County Federation of Teachers (Speaker 19), Supervisor Mendelsohn referred to Mr. Nelson's written testimony and asked unanimous consent that the Board direct staff to define "business specialists" and "technical specialists" within the School Division. Without objection, it was so ordered.

Following the testimony of Dr. Charlene Connolly, Representative, New Medical Education Center, Northern Virginia Community College, (Speaker 40), Supervisor Hudgins introduced foreign exchange student Luise Dapcke who was attending the meeting with staff. Ms. Dapcke was from a small town in Germany and was attending South Lakes High School.

Following the testimony of Mr. Mike Mohler, (Speaker 64), Supervisor Mendelsohn asked unanimous consent that the Board direct staff to provide a status report regarding the Emergency Medical Technician certification for the 911 call takers. Without objection, it was so ordered.

Supervisor Hudgins asked unanimous consent that the Board direct staff to break down the costs of moving all of the public safety staff to the J Scale versus providing the cost of all of the other items absent the movement.

Supervisor Kauffman asked to amend the request to direct staff to project the break down over time and not just one year, and this was accepted.

Following input from Anthony H. Griffin, County Executive, the request, as amended, was so ordered.

Supervisor Gross asked unanimous consent that the Board direct staff to report with information regarding the reclassification of Department of Fire and Rescue mechanics as outlined in Mr. Mohler's testimony. Without objection, it was so ordered.

Following the testimony of Mr. Robert Clark, (Speaker 71), Chairman Hanley relinquished the Chair to Vice-Chairman Hyland and asked unanimous consent that the Board direct staff to provide the worker-to supervisor-ratio for the County’s workforce. Without objection, it was so ordered.

Vice-Chairman Hyland returned the gavel to Chairman Hanley.

Following the testimony of Ms. Karmentrina Kearse (Speaker 103), Chairman Hanley relinquished the Chair to Vice-Chairman Hyland and asked unanimous consent that the Board direct the County Executive to review the issue of compensation for the teachers at the Gum Springs Child Care Center versus other child care center programs under the Office for Children.

Following input from Anthony H. Griffin, County Executive, the request was so ordered.

Vice-Chairman Hyland returned the gavel to Chairman Hanley.

Supervisor Hudgins asked unanimous consent that the Board direct staff to report with a comparison of the child care programs under the Office for Children. Without objection, it was so ordered.

Chairman Hanley closed the public hearing and left the record open for written testimony.

The public hearing was held with testimony presented by 105 speakers.

BOARD MATTERS

2. APPOINTMENTS TO THE 2001 CITIZENS ADVISORY COMMITTEE ON THE REAPPORTIONMENT OF FAIRFAX COUNTY (Tape 8)

(APPTS) Supervisor Frey moved that the Board confirm the appointment of Mr. Bob Dively, Jr., as the Fairfax County Republican Committee Representative to the 2001 Citizens Advisory Committee on the Reapportionment of Fairfax County. Supervisor Mendelsohn seconded the motion and it carried by a vote of nine, Supervisor Connolly being absent.

Supervisor Gross said that on Monday, April 2, 2001, the Board appointed Ms. Clara Pizaña, as the Hispanic Community Representative. She noted that Ms. Pizaña has asked to be replaced.

Therefore, Supervisor Gross moved the appointment of Mr. Fernando White as the Hispanic Community Representative to the 2001 Citizens Advisory Committee on the Reapportionment of Fairfax County. Supervisor Hudgins seconded the motion and it carried by a vote of nine, Supervisor Connolly being absent.
