The recessed meeting was called to order at 7:12 p.m., with all Members being present, with the exception of Supervisor Hudgins, Supervisor Kauffman, and Supervisor McConnell, and with Chairman Connolly presiding.

 

Supervisor Hudgins arrived at 7:14 p.m.

 

Supervisor McConnell arrived at 7:22 p.m.

 

Supervisor Kauffman arrived at 7:45 p.m.

 

Others present were Anthony H. Griffin, County Executive; David P. Bobzien, County Attorney; Catherine A. Chianese, Assistant to the County Executive; Angela Schauweker, Management Analyst, Office of the County Executive; Regina Thorn Corbett, Administrative Assistant, Office of the County Executive; Nancy Vehrs, Clerk to the Board of Supervisors; and Dianne Tomasek and Patricia Wood, Administrative Assistants, Office of the Clerk to the Board of Supervisors.

 

1.                     7 P.M. – CONTINUATION OF THE PUBLIC HEARING ON THE COUNTY EXECUTIVE’S PROPOSED FISCAL YEAR (FY) 2007 ADVERTISED BUDGET PLAN, THE ADVERTISED CAPITAL IMPROVEMENT PROGRAM (CIP) FOR FY’S 2007–2011_ (WITH FUTURE FY’S TO 2016), AND THE CURRENT APPROPRIATION IN THE FY 2006 REVISED BUDGET PLAN  (7:12 p.m.)

 

A Certificate of Publication was filed from the editor of the Washington Times showing that notice of said public hearings were duly advertised in the newspaper as follows:


 

·        County Executive’s proposed FY 2007 Advertised Budget Plan and the CIP for the FYs 2007-2011 with future FYs to 2016 on March 17 and March 24, 2006.

 

·        The current appropriation in the FY 2006 Revised Budget Plan on March 24, 2006.

                        Following the testimony of Albert McAlloon, Commissioner, Redevelopment and Housing Authority (Speaker 11), Supervisor Bulova asked unanimous consent that the Board direct staff to provide more information on what GIS analysts do.  Without objection, it was so ordered.

                       

                        (8:33 p.m.)

 

                        Following the testimony of Robert Carter, Representative, AFSCME, Local #1924, Fairfax County Employees Union (Speaker 20), Supervisor Hudgins asked unanimous consent that the Board direct staff to review the time allotments for employee groups testifying before the Board.  Following a brief discussion regarding grandfathered groups, without objection, it was so ordered.

                        Following the testimony of Amrit Kasten-Daryanani, Representative, Animal Services Advisory Commission (Speaker 49), Supervisor DuBois asked unanimous consent that the Board direct staff to provide additional information on the calculation of the number of cats in the County.  Without objection, it was so ordered.

 

The public hearing was held with testimony presented by 57 speakers.

 

With reference to an item he distributed to the Board regarding a historic preservation planner, Supervisor Hyland asked unanimous consent that the Board direct staff to add a Consideration Item for a Historian I position under the Department of Planning and Zoning in the amount of $49,000.  Without objection, it was so ordered.

 

Supervisor Hyland asked unanimous consent that the Board direct staff to prepare a Consideration Item for additional police patrol officers (over and above those currently proposed) for high crime areas. Without objection, it was so ordered.

 

Supervisor DuBois asked unanimous consent that the Board direct staff to provide clarification on ramifications of the animal control officers’ request to move to the O pay plan, but remain in their existing retirement system. Without objection, it was so ordered.

 

Supervisor Gross reported that she met with a group of public safety employees who prepared a report on a disparity in retirement benefits.  She asked unanimous consent that the Board direct the County Executive, Department of Human Resources, and Retirement Board staff to prepare a response to the report through the Board’s Personnel Committee.  Without objection, it was so ordered.

 

Supervisor Bulova submitted an item for the record with a compilation of comments her office had received on the budget.

 

Chairman Connolly closed the public hearing, but kept the record open for written testimony only.

 

BOARD MATTER

 

2.                     EXPRESSION OF APPRECIATION TO THE WICHITA CITY COUNCIL                  (10:56 p.m.)

 

                        Chairman Connolly expressed appreciation to the Wichita City Council for the steaks they provided to the Board in congratulations of the George Mason University Patriots’ win over Wichita State in a National Collegiate Athletic Association basketball game.
