Budget Management Plan Update

Status of FY 2013 Budget

Based on the third quarter review just submitted to Department of
Management and Budget – currently projecting a positive balance at the
end of the fiscal year.

Maintaining current vacancy management plan at about 12% of workforce.
Hiring based on health and safety priorities as well as responding to
access to service needs.

Slowly implementing the Department of Justice discharges from the
Northern Virginia Training Center due to insufficient Medicaid funding
for community service needs.

No current waiting lists for Infant and Toddler Connection services.
County Executive Work Plan
-
Completing the 12 areas of review identified in the Work Plan and added
5 other areas for review.

Awaiting completed work by consultants on the Intellectual Disability
Day/Employment plan – currently serving all of last year’s graduates.

Infant Toddler Connection study completed by the Board of Supervisors
Auditor. Implementing all the recommendations and fully implementing a
new service model – anticipating about $274,000 in savings.

Completed the review of each of the other 15 areas in the County
Executive Work Plan as well as the other CSB plans with a total
projected savings of about $1.5 million, most of which have been
applied to the FY 2014 reduction proposals.

Highlights:
-
Of the $17 million of prescriptions written by CSB physicians in FY
2012, all but $390,000 was covered with non-county revenues.

Administrative and management position costs have been proposed for
over $700,000 in reductions in lieu of additional service
reductions.

All service and leasing contracts are being reviewed to address any
payment larger than market rates and aligning incentives to ensure
accountabilities.
