Community Services Board Committees and Workgroups


In addition to meeting each month at its regular full Board meeting, the CSB Board also has several committees and workgroups that meet either monthly or bimonthly. (See the Board meeting schedule.) All CSB Board meetings are open to the public.

Executive Committee

The Executive Committee drafts the agenda for the next full Board meeting and administers, subject to the authority and approval of the Board, the required and necessary business of the Board between regular meetings.

External Committee

The External Committee works with consumers to develop, recommend for CSB Board approval, and implement outreach and advocacy strategies to:

  • Enhance public knowledge, acceptance, and inclusion of persons with mental health, substance use disorder and intellectual disabilities in the community
  • Increase awareness of CSB program needs, availability and value
  • Establish and enhance partnerships that sustain support for CSB programs and consumers

Fiscal Oversight Committee

The Fiscal Oversight Committee assists the Board in meeting its fiduciary responsibilities as outlined in the Code of Virginia, Section 37.2-504. The Committee's responsibilities include:

  • Work closely with the Executive Director and senior financial staff to provide fiscal oversight and assist in ensuring accountability related to use of resources.
  • Ensure adequate board understanding of the CSB's financial position and performance.
  • Enhance understanding about board-level decisions regarding funding for programs, facilities and infrastructure.
  • Develop guidelines and assumptions before budget planning begins.
  • Recommend financial policies and procedures that support the CSB's mission, vision, and strategic goals.

Internal Committee

The responsibilities of the CSB Board Internal Committee include:

  • Planning – to ensure that unmet needs in community can be addressed
  • Policy development – to define principles that guide CSB and Board actions
  • Oversight – to evaluate activities of agency and Board and ensure compliance with law, code and regulations
  • Accountability – to make sure Board and agency are responsive to community concerns and transparent in activities
