Department of Cable Communications and Consumer Protection
Consumer Affairs Branch
The Consumer Affairs Branch mediates and investigates consumer complaints against businesses, tenant-landlord disputes, and cable issues if the transaction occurred in Fairfax County. Services offered by this branch include answering advice inquiries, assisting consumers with pre-purchase information, and providing community outreach presentations for schools, businesses, senior citizens, and homeowner associations. Consumer Affairs staff supports the Consumer Protection Commission and the Tenant Landlord Commission.
Communications Policy and Regulation
The Communications Policy and Regulation Division manages the development of cable and its regulation in the county. The division oversees the county's non-exclusive cable television franchise agreements with Cox Communications Inc., Comcast Communications Inc. and Verizon Virginia Inc. through enforcement of the franchise agreements, inspection of the facilities, and attention to citizen concerns.
Communications Productions
The Communications Productions Division produces informational programs for citizens on Channel 16, the Fairfax County Government Channel, as well as the county’s internet site and county kiosks. The division also produces training programs for employees on the Fairfax County Training Network, an internal closed-circuit cable channel. Other services include emergency messaging for the county, videoconferencing for county agencies, and a video arraignment system for the General District Court.
Regulation and Licensing Branch
The Regulation and Licensing Branch Issues licenses and regulates the taxi industry, peddlers, solicitors, precious metal and gem dealers, pawn brokers, massage establishments and therapists, and going-out-of-business sales. Staff in Regulation and Licensing Branch supports the Trespass Towing Advisory Board.
Utilities Branch
The Utilities Branch ensures fair and reasonable utility services are accomplished for residents of the county through the work of the Utility Analysts.
Print Services
Print Services provides comprehensive printing, duplicating, and binding needs for all county agencies. Using state-of-the-art digital technology, Print Services provides high quality and quick turn-around on electronic and offset printing, high speed duplicating, and pre-press and bindery for final printed product. Print Services helps county agencies determine the most efficient and cost effective way to produce printed materials.
Mail Services
Mail Services provides comprehensive mail support to all county agencies. Mail Services collects, processes and distributes incoming United States Postal Service mail as well as county inter-agency mail, and processes all outgoing mail. Mail Services handles more than 25 million pieces of mail a year. The largest mailing (790,000 pieces) is the yearly Real Estate and Personal Property Tax billing notices. Mail Services helps county agencies determine the most efficient and cost effective way of mailing materials.
Gifts and Publications Sales Center
The Gifts and Publications Sales Center closed June 30, 2009, as part of the FY2010 budget reductions. New Sources for Gifts and Publications Sales Items provides information on where to purchase item previously sold in the Gift Shop.
Citizen Commissions
The Board of Supervisors appoints Fairfax County citizens to the Consumer Protection Commission and the Tenant-Landlord Commission to work with county staff on key consumer issues.
