How Partnership for Permanent Housing Works


Families who participate in the Partnership for Permanent Housing program are committed to the goal and responsibility of home ownership and have demonstrated the potential to work toward that goal. Case managers work with the families to help them develop plans and access the support they need to achieve stability and self-sufficiency.

Families sign a written agreement that they will design and carry out a family self-sufficiency plan with their case manager. The details vary from family to family, but generally include developing a monthly household budget and setting goals for savings, job training, education, and career advancement.

PPH provides the following services to help formerly homeless families work toward their goals: affordable rental housing, case management, mentoring, education about homeownership and financial literacy training.

To be eligible for the program, families must meet certain criteria and go through a referral and application process.

Referral Criteria

  • Family household consists of at least one adult / parent and at least one dependent under age 18.
  • At least one adult in the household is steadily employed or can demonstrate a history of regular employment and/or enrollment in educational or job-training courses.
  • Household annual income is 60 percent of Area Median Income or less, as determined by the U.S. Department of Housing and Urban Development and adjusted for household size.
  • Applicant agrees that, if selected, applicant will set and follow a self-sufficiency plan, guided by a case manager, and attend monthly home ownership education classes with the goal of homeownership and family self-sufficiency.

Application Process

  • Applicant works with case manager to complete PPH application, which is then sent to Northern Virginia Family Service.
  • Application is reviewed and scored by the PPH Program Coordinating Committee’s selection subcommittee.
  • An interview subcommittee then meets with applicants and makes recommendations to the full PPH Program Coordinating Committee.
  • Successful applicants are assigned a PPH case manager and attend program orientation sessions.

PPH Family Facts (as of August 2008)

  • Average family size is 3.4 persons.
  • 88 percent of the families have combined annual family incomes of less than $35,000.
  • 60 percent of all PPH participants are children under age 18.
