| General:

Overall Project is 65 percent complete.

The expansion is expected to receive substantial completion in
August 2007 and overall project completion is expected in April
2008.

| Jennings Building:
-
Work in the south penthouse is ongoing. The four air handlers
have been replaced and nearing completion to be brought back
online.

Work is progressing to start in the west penthouse.
-
A major electrical power shutdown was held on Feb. 17 to begin
prep work for the switchgear replacement.
-
Asbestos abatement is on-going.

| Site Work:

Roadwork on Judicial Drive and Chain Bridge Road is ongoing.

Sanitary Sewer work on Main Street is ongoing. Line across Main
Street is complete.
| Exterior Work:
-
First set of arches at the southeast arcade is complete. The
middle section is underway.

Window and storefront installation is ongoing.
-
Courtyard stucco is ongoing.
-
Courtyard grading, walkways, lights and irrigation system is in
process as weather permits.

| Lower Level:

Boiler startup occurred and all boilers are operational.
-
Finish installation is on-going in the Data/Telecom Room.
First Floor:
-
Temperature and humidity is being monitored in the large traffic
courtroom.

Millwork for the traffic courtroom has been delivered and
installation has begun.

Elevator #7 is operational and in use.
Second Floor:
-
Ceiling grid and light fixture installation is ongoing.
-
Tile in bathrooms is nearly complete.
-
Finish paint is ongoing.

Tile wainscot has begun.
| Third Floor:
-
Overhead mechanical, electrical, plumbing rough-ins continue.

Stud walls are underway.

Tile in bathrooms is beginning.
Fourth Floor:

Overhead mechanical, electrical, plumbing rough-ins continue.

Stud walls are underway.
Fifth Floor:

Overhead mechanical, electrical, plumbing rough-ins continue.
