Yes. Roofs are required to have an ice barrier that extends from the lowest edge of the roof to 24 inches inside the building. Many suppliers sell ice barrier products which consist of self-adhering polymer modified bitumen sheets. The building code also allows you to cement together two layers of "tar paper" which is actually asphalt-saturated organic felt.
Yes, provided you follow the manufacturers installation instructions.
Asphalt shingles must be installed on a slope greater than or equal to 2:12 (17 percent) and per the manufacturer's installation instructions.
