Reorganization of the Offices of Building Code Services and Site Development Services of Land Development Services

Beginning July 1, 2004, the Offices of Building Code Services and Site Development Services of Land Development Services (LDS) will begin operating with a new organizational structure. The new organizational structure is the result of numerous discussions with employees, the County’s senior management, the Board of Supervisors, and major stakeholders over the course of several months. The new structure balances the current needs of these groups, and positions the land development regulatory functions for more effective operations in the future.

LDS will be led by a new position entitled “Director of LDS.” This position is currently vacant; however, we anticipate that an appointment will be made within the next few months. In the interim, Jimmie D. Jenkins will serve in this role in an acting capacity. In addition, a new Assistant Director of LDS is being created as a technical expert who will address complex technical land development issues, Michelle Brickner will serve in this role.

A new division has been created to consolidate the site development review functions. Urban Forestry, Environmental and Facilities Review (East and West), and Plan and Document Control will be included in the new “Environmental and Site Review Division” (ESRD). Michelle Brickner will act as the Director of ESRD until a permanent appointment is made. The Code Analysis and Code Enforcement Divisions also have been consolidated to enable better integration of code-related issues. Jeff Blackford will serve as the Director of the Code Services staff.

We also want to note that Ray Pylant, Director, Commercial Inspections Division, will continue to serve as the Acting Building Official until such time that a permanent appointment is made.

Contact persons and phone numbers for key LDS functions will remain essentially the same in the new organization. With the appointment of the Director of LDS and as the reorganization is fully implemented, there may be changes in phone numbers, locations, etc. We will keep you apprised of any such changes.
