Plans Awaiting Processing in the Bonds and Agreements Branch Process - Revised

This is a reminder that any plan which has been “in bond” for a period of one year without having received “Final Approval” by the Director of the Department of Public Works and Environmental Services shall be returned to the submitting engineer for update and recertification that the plan meets all current code requirements and conditions for approval.  This policy was implemented in a Letter to Industry dated October 2, 1992.  Plans will not be returned if the submitting engineer, within ten (10) working days prior to the anniversary date of the plan being sent to “Bond,” submits a letter certifying that the plan meets all current code requirements and conditions for approval.

All plans that have been in “bond” more than one year on January 30, 2006, and have not been updated and recertified will be stamped “disapproved” and returned to the engineer with a letter referencing this policy.  This letter also serves as a reminder of the requirement in Section 2-0208/2 of the Public Facilities Manual that states “the VDOT recommendation for approval signature on subdivision and site plans shall be effective for 24 months unless construction has started and proceeds to completion in a normal orderly manner.”  In order to comply with this requirement, all plans that contain a VDOT approval signature that is more than 24 months old will be returned to the engineer.  Returned plans can be resubmitted to the Plan and Document Control Branch for review with a new cover sheet and a letter certifying that the plan meets all current code requirements and conditions for approval.  A resubmission fee will be charged for all plans that are resubmitted.
