Collection and Disposal Business Categories
Businesses must obtain certain permits to collect or dispose of trash or recyclables in Fairfax County. The permit type is determined by the type of activity or service that the business performs.

Business Category: Collection Company with Certificate to Operate
(CTO).
Activity: Collects waste and recyclables at least once per week.
Trash is transported to county facilities for disposal.
Requirements: Application for certificate to operate, bond,
vehicle inspections, vehicle permits and fees, see relevant forms.
Disposal Rate: Reduced disposal rate via Waste Delivery/Disposal
Agreement with county.
Payment Method: Invoiced monthly by county.
Miscellaneous: Must secure a surety bond for each permitted
vehicle. County maintains vehicle tare weights. Permits and
certificates to operate must be renewed annually and vehicles must be
inspected annually.
Business Category: Recycling Company.
Activity: Collects recyclables only and transports them to
noncounty facilities.
Requirements: Vehicles must be registered with the county.
Disposal Rate: n/a
Payment Method: n/a
Miscellaneous: Registration must be renewed as necessary.
Business Category: Permitted Disposal Company.
Activity: Brings waste generated by their own business operations
to county facilities for disposal.
Requirements: Application, bond, vehicle permits, see relevant forms.
Disposal Rate: Reduced disposal rate via Waste Delivery/Disposal
Agreement with county.
Payment Method: Invoiced monthly by county.
Miscellaneous: Must secure a surety bond for each permitted
vehicle. County can maintain vehicle tare weights (optional).
Vehicles are weighed on commercial disposal scales. Vehicle permits
must be renewed annually. May also participate in Commercial Cash
Program.
Business Category: Commercial Cash Customer.
Activity: Brings waste generated by their own business operations
to county facilities for disposal.
Requirements: Application, commercial cash permit, see relevant forms.
Disposal Rate: Disposal
rate according to material type.
Payment Method: Pay at point of service using credit card, cash,
check.
Miscellaneous: Not required to secure a surety bond. County
can maintain vehicle tare weights (optional). Vehicles are weighed
on recycling and disposal center scales. (These are open later than
commercial disposal scales). Vehicles must have program permit with
them in order to dispose of waste. Vehicles are retared annually.
Business Category: Tire Disposal Company
Activity: Brings tires to I-95 Complex for disposal.
Requirements: Application, bond, tire disposal permit, see relevant forms.
Disposal Rate: Commercial tire disposal rates.
Payment Method: Invoiced monthly by county.
Miscellaneous: Must secure a surety bond. Cost depends on number
of tires being disposed in county. Permits must be renewed annually.
