Two Phases of County Development

The county will consider options in developing its reconfigured blocks including using public-private partnerships, per the guidelines and procedures of the Public-Private Education Facilities and Infrastructure Act of 2002, as Amended (PPEA), to be able to create mixed-use development that also upgrades public facilities and services.  Phase 1 of redevelopment will be south of Bowman Towne Drive (Blocks 7 and 8), and Phase 2 of redevelopment will be north of Bowman Towne Drive (see map above).

Future Blocks 7 and 8 (within Phase 1) are owned by the county, and will continue to be owned by the county per the terms of the Interim Real Estate Exchange Agreement (IREEA).  This gives the county an opportunity to begin the redevelopment process for Phase 1 in a two-part process. The county advertised a Request for Proposal (RFP), Part 1, for the purpose of prequalifying development teams in terms of their finances and experience.  In the future, the county will advertise the RFP-Part 2 for Blocks 7 and 8, seeking development proposals from the prequalified development teams.  Prior to advertising RFP-Part 2, the county will provide opportunities for community input as it defines the RFP-Part 2 scope.
