Fairfax County currently provides trash collection and recycling service to approximately 44,000 residential homes; as well as seasonal vacuum leaf collection service to about 21,000 of these residences.

Homes receiving county collection service are located within areas which the Virginia State Code refers to as Sanitary Districts. Participating households are charged a user fee on their real estate tax assessment.
Creation of a small or local Sanitary District is possible only when a petition is made by a resident and supported by greater than 50 percent of the residents within each area of 50 homes or more. In cases where residents of an area wish to receive service and the homes are contiguous to an existing small or local Sanitary District, the residences may be added to the existing district by canvassing only the number of homes necessary to make the enlargement contiguous to and homogeneous with the existing small or local Sanitary District.
The proposed boundary must be approved by the Division of Solid Waste Collection and Recycling and the Fairfax County Board of Supervisors. Please be advised that the Board may not take action on any petition containing less than 55 percent concurrence.
