Billing policies
are established by the Board of Supervisors as prescribed by Article 10, Chapter 67.1 of the County Code. Sewer
rates and code language are reviewed annually by county staff as part of
the county’s annual strategic planning and budgeting process and revised
as necessary. Following are specific billing and collection practices:

Single-family residences and townhouses are billed quarterly for sewer
service charges based on water used during the billing period or water
consumption from the previous winter quarter, whichever is lowest.
- Apartment and nonresidential complexes are billed quarterly based on water used during the billing period.
Sewer service charges are billed and collected in quarterly combined water and sewer billings through three water billing agents: Fairfax Water (formerly the Fairfax County Water Authority), the City of Falls Church, and the Town of Vienna.
