Change in Sewer Connection Charge
Increase to the Connection Charge for Properties Served by County Constructed Sewer Lines
As part of the Fiscal Year 2012 county budget adopted on April 26, 2011, the Fairfax County Board of Supervisors amended Chapter 67.1, "Sanitary Sewers and Sewage Disposal" of the County Code. The amendment increased the county's Connection Charge, effective July 1, 2011, from $6.00 per front-foot to $152.50 per front-foot (with a minimum of $7,625 and a maximum of $15,250). The term “front-foot” pertains to the length of the property line along the street address side of the property. However, the Board of Supervisors provided a one-year grace period for property owners to pay the previous charge of $6.00 per front-foot. To qualify for this, you must pay the required Charges for Connection, Availability and Lateral Spur, obtain a permit, and receive a final inspection approval for connection to the county’s sewers by June 30, 2012. Effective July 1, 2012, all new connections to the sewers funded by the county will be assessed the new Connection Charge of $152.50 per front-foot.
The Connection Charge has not been increased since 1971 because the county’s Sewer Fund has been able to fully fund the Extension and Improvement program. During the past 40 years, the cost to build and maintain the county’s wastewater treatment and collection systems has risen dramatically because of inflation and stricter environmental regulations. At the same time, the revenues have decreased significantly due to the economic downturn. Consequently, the Sewer Fund can no longer afford to fully fund the Extension and Improvement program. This resulted in the need to increase the Connection Charge in order to recover a portion of the costs of the program.
It should be noted that the other two charges associated with the Extension and Improvement program will remain unchanged. Those are currently $7,750 for the Availability Charge and $600 for the Lateral Spur Charge. The new Connection Charge plus the other two charges will only recover up to 50 percent of the actual cost to the county to build sewers.
For projects still in design or under construction, to qualify for the previous Connection Charge of $6.00 per front-foot all of the following conditions must be met:
- Affected property owners in the project area must agree in writing to grant all required easements no later than Aug. 25, 2011.
- At least 50 percent of the property owners within the project limits must pay their respective Availability Charge of $7,750 by Aug. 25, 2011.
- A property owner must pay the required Charges for Connection, Availability and Lateral Spur, obtain a permit, and receive a final inspection approval for connection to the county sewers by June 30, 2012, or within 30 days of completion of construction, whichever comes last.
