What is BRAC?
Base Realignment and Closure, or BRAC, is the process the Department of Defense uses to reorganize its facilities to more efficiently and effectively support its forces, increase operational readiness and facilitate new ways of doing business. As a result of BRAC 2005, DoD will be moving thousands of jobs from leased office space and other facilities in the Washington metro region to Fort Belvoir (including the Engineer Proving Ground) in southern Fairfax County.
Why is Fairfax County looking to change its Comprehensive Plan?
The Comprehensive Plan guides how land is used. The significant increase in jobs at Fort Belvoir will affect housing, transportation and public services, as well as create potential opportunities for new jobs, goods and services in large areas of the county in the Springfield, Lee, and Mount Vernon Districts. The purpose of the BRAC Area Plans Review (APR) effort is to consider whether the Comprehensive Plan should be amended to respond to these changes.

How does the BRAC APR process work?
Anyone may submit a proposal (nomination) to change the Comprehensive Plan through the BRAC APR process.
- APR is a comprehensive review that begins with evaluation of proposed changes by County staff and a community task force that makes recommendations to the Planning Commission.
- The Planning Commission conducts public hearings to review staff, task force, and public input.
- The Planning Commission can accept a proposal, modify to reduce the amount of development requested, defer, or deny the proposal. All positive recommendations are forwarded to the Board of Supervisors for public hearing and final decision.
How Can You Get Involved?
Public participation is an important part of the APR process. The County wants to ensure that the community's interests are considered when the BRAC-related land use decisions are made. There are a number of ways for you to stay informed and be heard:
- On-going information about the BRAC APR process including all proposals, analysis, and task force recommendations will be posted on the Web site.
- You may join an email list to keep you informed of the latest information and events by e-mailing BRACAPR@fairfaxcounty.gov.
- The community task force will review each of the proposals at meetings which are open to the public.
- County staff at the Department of Planning and Zoning are available for questions and discussion by telephone, in person, and at public events.
- Formal public hearings are held in conjunction with both the Planning Commission review and the Board of Supervisors review.
