CALL FOR ENTRIES
2008 FAIRFAX COUNTY EXCEPTIONAL DESIGN AWARDS PROGRAM
APPLICATION DEADLINE: All entries must reach the Fairfax County Department of Planning and Zoning by 5:00 p.m., Wednesday, June 11, 2008. Entries should be sent to 12055 Government Center Parkway, Suite 730, Fairfax, VA 22035, Attention: Sheng‑Jieh Leu, Awards Coordinator ‑ (703) 324‑1272.
PURPOSE: To recognize achievement in the total design of building and site; and to create an awareness of outstanding planning and design projects among the design professions and throughout the general public.
ELIGIBILITY: Any project completed in Fairfax County since January 1, 2003.
AWARDS: Honor Awards, Merit Awards and Honorable Mentions will be given at the discretion of the jury.
CATEGORIES: Awards may be considered for projects in, but not limited to, any of the following categories:
- Residential, Single‑family Detached
- Residential, Townhouse
- Residential, Multi‑family
- Residential, Planned Community
- Commercial, Retail
- Commercial, Office
- Industrial, General
- Industrial, Research & Development
- Institutional
- Recreational
- Historical
- Adaptive Reuse
- Mixed Use Development
- Energy Efficiency in Site Design
- Affordable Housing Development
- Residential Compatibility (Infill)
- Green Buildings
SUBMISSION: Entries shall be submitted in an 8 ½" X 11" binder. Only one binder shall be prepared for each entry.
The identity of the project, its designer or developer shall not be revealed by any materials within the binder.
Each entry shall include the following information and materials:
- On the first sheet of paper or the entry form, type the following information:
- Category entered
- Name and address of project
- Architect's/Designer's name, address and telephone number, and contact person's name
- Owner's/developer's name, address and telephone number, and contact person's name
- Contractor's name
- Names and professions of other persons involved
- Entrant's name and telephone number
- Year the project was completed
- Statement of permission for unrestricted public release and reproduction of entry contents, including all photographs for displays, exhibits and publicity
- On a second sheet of paper, type a table of contents in the submitted binder.
- On a third sheet of paper, type an explanation of the project's program implementation and any additional information considered significant. Please be brief.
- Graphic materials necessary to provide a complete understanding of the extent and quality of the full project: (a) Photographs may be of the exterior and interior, in black and white or color.
(b) A power point presentation file recorded on a cdrom disk.
(c) Site plans showing the project's landscape theme and its relationship with its environs.
(d) Building plans elevations and sections as appropriate.
- Location map, showing by arrow the exact location of the project.
- Upon request of the entrant, non‑winning entries will be returned and they must be picked up by December 31,
2008 While every reasonable precaution will be taken in handling entries, Fairfax County shall not be held responsible for damage to or loss of submission materials. All winning entries will be retained by the Department of Planning and Zoning for publicity and publication purposes.
JURY:The jury will be comprised of:
- Two jurors from the American Institute of Architects;
- One juror from the American Society of Landscape Architects;
- One juror from the Fairfax County Chamber of Commerce;
- One juror from the Fairfax County History Commission;
- One juror from the American Planning Association;
- One juror from the Engineers and Surveyors Institute;
- One juror, who shall serve as Design Jury Chairman, from the Fairfax County Architectural Review Board.
JUDGING: Judging shall take place in the following week of the entry date. Winners of awards shall be notified by June 30. The awards will be presented in the fall.

2007 Exceptional Design Awards Winners
The design jury for the twenty-third annual Fairfax County Exceptional Design Awards Progra m recently selected five entries to receive awards for exceptional architectural and site design. The design awards progra m is sponsored by the Fairfax County Board of Supervisors and ad ministered by the County Depart ment of Planning and Zoning in cooperation with the County Architectural Review Board and the Northern Virginia Chapter of the American Institute of Architects. The purpose of the awards progra m is to recognize achieve ment in the total design of a building and site and to create an awareness of outstanding planning and design projects a mong design professionals and the general public. The awards will be presented in the fall. This year's awards recipients are:
Honor Award: Vienna Presbyterian Church Phase II Ministry Center and Balcony Additions

Architect: LeMay Erickson Architects, Reston, VA
Owner/Developer: Trustees of Vienna Presbyterian Church
Year Built: 2006
   
Design Jury Comments: The jury found the design contributes strongly to Vienna's newly forming "town center." The architects used the topography to advantage and varied the massing of various elements to avoid overwhelming the original 1874 church. The detailing is consistent, tying together a large and complex structure that has evolved over time. The new balconies are seamlessly intergrated within the sanctuary without diminishing the expansive space of the nave.

Design Jury Comments: The jury commented that this is a very elegant, tranquil workspace wrapped with windows overlooking a forest. One juror called the design an "office in the tree." The rational plan layout is very effective and efficient. The hightech detailing contrasts against the soft green forest vistas.
Merit Award: Renovation and Addition of Clifton Presbyterian Church

Design Jury Comments: The jury found the project to have a thoughtful, well-designed solution with excellent planning and massing. The design boldly reserves the orientation of the original 1871 sanctuary to provide integration with the new facilities. The addition has a simplicity and modesty that is consistent and comfortably compatible with the original church.
Honorable Mention Award: Fort Belvoir Family Communities

Design Jury Comments: The project is well developed within its program and redefines our perception of on-base housing. The un-military appearance adapts traditional Virginia building forms and materials. One juror said that the project sets a standard for what other similar projects could include. Another juror commented that the project is examplary in its thoroughness and reach.
Honorable Mention Award: Frederick P. Griffith Water Treatment Plant

Design Jury Comments: The jury found the design to be a laudable effort for a public utility building. Built on the site of the Occoquan Women's Workhouse where the suffragets were incarcerated in 1917, the design inspiration can be found in the former Men's Workhouse, soon to be the Lorton Arts Center, across the street. One juror commented that this is the best looking water treatment facility he had ever seen. Several jurours complimented the county for pursuing a design that goes beyond the purely functional.
  
Names were removed from project nominations and judged by a Review Committee comprised of representatives of the Northern Virginia Chapter of the American Institute of Architects (Marlene Walli Shade and Michael Nawrocki), the Virginia Chapter of the American Planning Association (Jeni Hornback), the Potomac Chapter of the American Society of Landscape Architects (Lisa Delplace and Oliver Boehm), the Engineers and Surveyors Institute ( Denis Gulakowski), the Fairfax County Chamber of Commerce (J. Paul Lewis), the Fairfax County History Commission (Lynne Garvey Wark), and the Fairfax County Architectural Review Board (John Burns).
