Public participation is essential to understanding community planning priorities and whether new amendments should be scheduled on the Comprehensive Plan Amendment Work Program. Anyone can propose a change to the order of amendments on the Plan Amendment Work Program, an addition or removal of an amendment on the work program or to a specific Comprehensive Plan recommendation. Prior to submitting a proposal, you are encouraged to contact the District Supervisor as well as Planning Division staff by calling 703-324-1380 or email our office.  Proposals to be considered for scheduling on the 2016 Plan Amendment Work Program were submitted March 31, 2014 through January 29, 2016.  Submissions received after January 29, 2016 will be saved for consideration on future work programs.

The formal review of the work program schedule is anticipated to begin in February 2016.

The evaluation of the Plan Amendment Work Program schedule will assess whether any new amendments should be added or any current amendments should be removed from the current work program. When a submission is received, it will be available for public review online and at the Planning Division office during normal business hours. Notification of each submission will be sent automatically to the affected Supervisors' office(s) and Planning Commissioner(s). If a change to land use or intensity is proposed for an individual property, Planning Division staff will send a letter of notification to the property owner(s).

Review of Submissions

The review of the work program schedule will begin in February 2016 and is anticipated to be completed with an adopted 2016 Plan Amendment Work Program in July 2016.  

March 31, 2014-January 29, 2016: Submission period to propose changes to the 2016 work program or Comprehensive Plan.

February-March 2016: Preliminary staff report prepared to include a draft 2016 work program, and Planning Commission workshop held to discuss submissions received.

April-May 2016: Final staff report published to include final staff recommendations on submissions and a proposed 2016 Plan Amendment Work Program

June 2016: Planning Commission public hearing on the proposed Plan Amendment Work Program; Board of Supervisors action item submitted for endorsement.

The following set of criteria will be used to evaluate whether submissions will be added to the work program:

  • Address an emerging community concern(s);
  • Respond to actions by others, such as Federal, State, or adjacent jurisdictions;
  • Advance major policy objectives, such as promoting environmental protection, fostering revitalization of designated areas, supporting economic development, preserving open space, providing affordable housing, or balancing transportation infrastructure and public facilities with growth and development;
  • Better implement the Concept for Future Development;
  • Reflect implementation of Comprehensive Plan guidance through zoning approvals; and,
  • Respond to or incorporate research derived from technical planning or transportation studies.

Items may be recommended for addition to the work program as submitted or modified, recommended to be carried over to a future work program, or not recommended for addition to the work program. Submissions that are not included within the updated work program can be resubmitted for consideration on future work programs.

Submission Withdrawal

To withdraw your submission prior to staff review, a withdrawal letter shold be transmitted via postal mail or electronic mail to the Department of Planning and Zoning.  The letter must be sent prior to February 1, 2016.
