The Board of Supervisors (BOS) directed staff to evaluate Fairfax Forward two years after its authorization in July 2013 to assess the efficiency, effectiveness, accessibility, and impact of the new Plan review process. The evaluation will be divided into two parts.

Part 1: The first part of the evaluation focuses on whether the new process for amending the Comprehensive Plan (as a replacement to the Area Plans Review (APR) process) has resulted in a better approach to land use planning in the county. Part 1 may result in modifications to the Fairfax Forward process. The staff report for Part 1 of the evaluation can be found here.

Part 2: The second part of the evaluation involves reviewing the schedule and order of studies on the Comprehensive Plan Amendment Work Program to determine whether new studies should be added to the work program. Part 2 will result in the adoption of a 2016 Plan Amendment Work Program. The work program is central to Fairfax Forward as the means to organize planning studies over a three year period.

Evaluation Schedule

On June 15, 2016, the Planning Commission indefinitely deferred the public hearing on the 2016 Plan Amendment Work Program and submissions that were proposed for inclusion on the work program until such time that any modifications to the Fairfax Forward process are decided. An intermediate report on Fairfax Forward will be presented to the Planning Commission Land Use Process Review Committee on September 15, 2016.

April 20 - Planning Commission (PC) hearing on proposed process changes (public comment)
May 25 - Planning Commission decision-only - deferred.
Board of Supervisors Action item on process changes - Date to be determined.

Part 2 Schedule - 2016 Work Program Development

January 29, 2016 - End submission window for 2016 work program
February 29 - Publish submissions online, distribute to PC and BOS
April 13 - Distribute staff summary of submissions to PC including preliminary staff recommendations; publish online
April 27 - PC workshop on submissions for 2016 work program (public comment)
June 15 - PC hearing on 2016 work program (public comment) - deferred.
BOS Action item to adopt 2016 Work Program - Date to be determined.
