Submission Procedure

Public participation is essential to understanding community priorities and whether new Plan amendments or planning studies should be scheduled. Anyone can submit a proposal to amend a specific Comprehensive Plan recommendation, change the order of amendments on the Plan Amendment Work Program, or add an amendment to the work program. Prior to submitting a proposal, you are encouraged to contact the District Supervisor as well as Planning Division staff by calling 703-324-1380 or emailing DPZFairfaxForward@fairfaxcounty.gov.

All submissions will be considered for addition to the Plan Amendment Work Program. The work program review currently occurs on a three year, rotating cycle, based on the criteria and process described below. The deadline for this round of submissions for the 2016 work program closed on January 29, 2016. Submissions received after February 1, 2016 will be saved for consideration on future work programs. The evaluation of amendments on the work program, including community outreach, will begin following the adoption of the work program.

Review of Submissions

When a submission is received, it will be numbered, published on the Department of Planning and Zoning website , and available for public review at the Planning Division office during normal business hours. Notification of each submission will be sent automatically to the affected Supervisors' office(s) and Planning Commissioner(s). If a change to land use or intensity is proposed for an individual property, Planning Division staff will send a letter of notification to the property owner(s).

Submissions will primarily be reviewed by applying the following set of criteria:

    • Address emerging community concerns;
    • Respond to actions by others, such as Federal, State, or adjacent jurisdictions;
    • Advance major policy objectives, such as promoting environmental protection, fostering revitalization of designated areas, supporting economic development, preserving open space, providing affordable housing, or balancing transportation infrastructure and public facilities with growth and development;
    • Better implement the Concept for Future Development;
    • Reflect implementation of Comprehensive Plan guidance through zoning approvals; and,
    • Respond to or incorporate research derived from technical planning or transportation studies.

A Planning Commission workshop will be held to hear public input on the submissions. At the workshop, staff will present the submissions, any related Plan information, and a preliminary recommendation to add a submission to the work program, add a modified version of a submission to the work program, carry over a submission to future work programs, or not add a submission to the work program. Submissions that are not included within the updated work program can be resubmitted for consideration on future work programs. Staff can revise the preliminary staff recommendation based on public input.

The Planning Commission will hold a public hearing on the work program, following the workshop. Staff will present the draft work program that may include any of the recommended submissions, any ongoing amendments or studies, and any amendments proposed by staff.

An action item will be presented for adoption to the Board of Supervisors. The item will include the Planning Commission and staff recommendations on the work program .

Submission Withdrawal

To withdraw your submission prior to staff review, a withdrawal letter should be transmitted via postal mail or electronic mail to the Department of Planning and Zoning. The letter must be sent prior to February 1, 2016.

2016 Plan Amendment Work Program Schedule

The review of all submissions for the 2016 Plan Amendment Work Program began in February 2016 and is anticipated to conclude July 2016. Submissions can be reviewed here. The review of amendments, including public outreach, will occur once the Board of Supervisors adopt the work program.

March 31, 2014-January 29, 2016:  Submission period to propose changes to the 2016 work program or Comprehensive Plan.
February-March 2016:  Preliminary staff report prepared to include a draft 2016 work program, and Planning Commission workshop held to discuss submissions received.
April-May 2016:  Final staff report published to include final staff recommendations on submissions and a proposed 2016 Plan Amendment Work Program.
June 2016:  Planning Commission public hearing on the proposed Plan Amendment Work Program; Board of Supervisors action item submitted for endorsement - deferred.(On June 15, 2016, the Planning Commission indefinitely deferred the public hearing on the 2016 Plan Amendment Work Program and submissions that were proposed for inclusion on the work program until such time that any modifications to the Fairfax Forward process are decided. An intermediate report on Fairfax Forward will be presented to the Planning Commission Land Use Process Review Committee on September 15, 2016.)
