2016 Fairfax Forward Process Evaluation

Proposed Changes to Fairfax Forward

The Board of Supervisors (BOS) directed staff to evaluate Fairfax Forward, the county's Plan review process, two years after its authorization to assess the efficiency, effectiveness, accessibility, and impact of the new Plan review process. The evaluation focused on whether the new process for amending the Comprehensive Plan (as a replacement to the Area Plans Review (APR) process) has resulted in a better approach to land use planning in the county. An intermediate report on Fairfax Forward was presented to the Planning Commission Land Use Process Review Committee on September 15, 2016 and available here, following the PC deferral of the Fairfax Forward Process Evaluation on May 25, 2016 and the 2016 Plan Amendment Work Program on June 15, 2016.

The intermediate report describes suggested modifications to the process that draw from components of the Area Plans Review (APR) process, Fairfax Forward, and suggestions by the PC and the public. The modifications suggest that the process remain structured around a Comprehensive Plan Amendment Work Program that schedules county-wide, area-wide, and site-specific amendments including Board-authorized amendments; but the review process for the work program would be modified to incorporate a 4-year, North and South County review cycle for citizen-initiated amendments, called the Site Specific Amendments Process.

Ongoing Public Outreach

Staff is currently discussing the proposed changes to the process with community groups through January. Please plan to attend one of these community meetings for additional details of the proposed changes. The dates and location of these meetings will be updated on this website as they are scheduled.
