 Request for Information

On December 6, 2004, the Board of Supervisors accepted the recommendations of the Laurel Hill Adaptive Reuse Citizens Task Force regarding the master planning of the reformatory and penitentiary areas at Laurel Hill. As part of the implementation of the recommendations, the Task Force requested that the County move forward with a Request for Information (RFI) for developing these areas.

On March 23, 2005, the Department of Purchasing and Supply Management (DPSM) posted a RFI on their website and, with the assistance of Department of Planning and Zoning (DPZ), notified several hundred firms about this RFI.

By June 3, the closing date for the RFI, the County had received sixteen responses from firms interested in obtaining more information about adaptively re-using the reformatory and penitentiary area as prescribed by the Task Force recommendations. All of the firms fulfilled the minimal requirements of the RFI; some responded to questions that were provided in the RFI, others provided only a letter of interest. DPZ staff, with the assistance of DPSM, has asked the firms to provide additional information for a more accurate assessment of the responses.

A cross-agency team led by the Office of Management and Budget and including representatives of DPZ, DPSM, the Office of the County Attorney, and the Department of Facilities Management has been established for the purpose of moving forward with a Request for Proposal (RFP), which will benefit from more detailed information from potential candidates. This team will coordinate its work with the Laurel Hill Project Advisory Citizens Oversight Committee consisting of Tim Sargeant, Douglas Wrenn, and Robert Cosgriff. The target date for posting this RFP is Sept. 2005.
