Reston Master Plan Special Study Background

Supervisor Cathy Hudgins (Hunter Mill District) and the Board of Supervisors directed DPZ staff to review the comprehensive plan for Reston.

Staff conclusions on approach for this review -

Review should begin with evaluation of the Reston Master Plan (the primary guiding document for development in Reston since its inception) and with review of relevant sections of Fairfax County Comprehensive Plan.
Conducting outreach to Reston community to hear from a cross-section of residents, employees and employers would provide valuable information about what type of process should be used in plan review.

July through October 2008 - Department of Planning and Zoning staff met with 9 focus groups that included participants from the following groups:

Alliance of Reston Clusters and Homeowners (ARCH)
Greater Reston Chamber of Commerce
Reston Association (RA) Board
RA Design Review Board
RA Transportation Advisory Committee
Reston Citizen Association (RCA)
Reston Community Center (RCC)
Reston Planning and Zoning Committee Working Alliance of Town Center Homeowners (WATCH)

Station Area Committees + Vision Committee: Establish character and ultimate vision

- Address inconsistencies and gaps between station area reports
- Discuss mix & intensity as well as how Plan guidance (20 year timeframe) will be connected to Vision (50+ year timeframe)
County Departmental reviews
Task Force approves guidance for County Staff to use when drafting Comprehensive Plan text
Hearing of Comprehensive Plan Recommendations before Fairfax Planning Commission and Board of Supervisors
