Residential Permit Parking District Exception Information
There are some special exceptions that require additional documentation in order to obtain an RPPD permit. Please review the list of exceptions below and determine which one applies to your situation. Each item in the list is linked to addition information and special instructions detailing how to apply for your parking permit.
- Full time active military personnel and their spouse
- Applying for a permit if you are leasing your vehicle
- Applying for a permit if you are driving another's vehicle
- Full time unemployed out of state student driving their own vehicle
- Full time unemployed out-of-state student driving another's personal vehicle
- Employed student either in-state or out-of-state
- Driving a company vehicle that is registered in Virginia
- Driving a company vehicle that is registered out-of-state
- Driving a government issued vehicle
- Diplomat with international or out-of-state driver's license and vehicle
- I just moved into a restricted parking district
- Commercial vehicles and trailers
If none of the exceptions in the list above apply to your situation, and you have met the vehicle registration requirements as detailed on the RPPD Program page, you can apply online for a parking permit within your district.
Full time active military personnel and spouse
Any person on active duty in the military service, absent from his/her state of residence or domicile solely by reason of compliance with military orders is not required to change their driver’s license or vehicle registration to Virginia. You will not be able to apply using the online application as a specific form and additional documentation is required.
Please note that your vehicle must be registered at the Fairfax County Department of Tax Administration (DTA) as ‘garaged’ at your RPPD address. You will be asked to provide the property number on your application.
Required Documents:
- Copy of current driver’s license (may be out of state)
- Copy of current vehicle registration to include VIN and plate (may be out of state)
- Letter from your Commanding Officer on military letterhead that states that you are on active duty and verifying your current address

Applying for a permit if you are leasing your vehicle
If you reside within a Residential Permit Parking District (RPPD) and you have leased the vehicle that you are driving, you may be able to apply for a parking permit for the vehicle.
Please note that the vehicle must be registered at the Fairfax County Department of Tax Administration (DTA) as ‘garaged’ at your RPPD address. You will be asked to provide the property number on your application and indicate that the vehicle is leased. You can obtain the property number from your leasing company.

Applying for a permit if you are driving another’s personal vehicle
If you are a resident that resides within a Residential Permit Parking District (RPPD) and you are driving a vehicle that is registered to another individual, you may be able to apply for a parking permit for the vehicle. You will not be able to apply using the online application as a specific form and additional documentation is required.
Please note that the vehicle you are using must be registered at the Fairfax County Department of Tax Administration (DTA) as ‘garaged’ at your RPPD address. The owner of the vehicle will be asked to provide the property number when indicating that you have use of the vehicle.

Full time unemployed out-of-state student driving their own vehicle
If you are a full-time unemployed out-of-state student that resides within a Residential Permit Parking District (RPPD) and you are driving your own out-of-state vehicle, you may be able to apply for a parking permit for the vehicle. You will not be able to apply using the online application as a specific form and additional documentation is required.
Required Documents:
- Copy of your driver’s license
- Copy of your vehicle registration
- Letter from your institution’s registrar that states that you are enrolled as a full time student during the (current) school year
- Copy of your lease
- Full-time unemployed out-of-state student exemption with own vehicle form

Full time unemployed out-of-state student driving another’s personal vehicle
If you are a full-time unemployed out-of-state student that resides within a Residential Permit Parking District (RPPD) and you are driving a vehicle that is registered to another individual, you may be able to apply for a parking permit for the vehicle. You will not be able to apply using the online application as specific forms and additional documentation is required.
Please note that the vehicle you are using must be registered at the Fairfax County Department of Tax Administration (DTA) as ‘garaged’ at your RPPD address. The owner of the vehicle will be asked to provide the property number when indicating that you have use of the vehicle.

Employed student either in-state or out-of-state
If you are an employed Virginia or out-of-state student that resides within an Residential Permit Parking District (RPPD), you are not granted a special exception. The address on your driver’s license must reflect your RPPD address and your vehicle must be registered at the Virginia Department of Motor Vehicles (DMV) at your address. You may apply for a permit using our online application.
Please note that your vehicle must also be registered at the Fairfax County Department of Tax Administration (DTA) as ‘garaged’ at your RPPD address. You will be asked to provide the property number on your application.

Driving a company vehicle that is registered in Virginia
If you are a resident that resides within a Residential Permit Parking District (RPPD) and you are driving an employer owned or leased vehicle that is registered in Virginia, you may be able to apply for a parking permit for the vehicle. You will not be able to apply using the online application as a specific form and additional documentation is required.
Please note that your company will be asked to provide the property number that was issued for the vehicle by the Department of Tax Administration in the locality where DMV indicates the vehicle is registered.
Required Documents:
- Copy of your driver’s license showing your RPPD address
- Employee using Virginia registered company vehicle (printed on company letterhead)

Driving a company vehicle that is registered out-of-state
If you are a resident that resides within a Residential Permit Parking District (RPPD) and you are driving an employer owned or leased vehicle that is registered out-of-state, you may be able to apply for a parking permit for the vehicle. You will not be able to apply using the online application as a specific form and additional documentation is required.
Please note that the vehicle you are using must be registered at the Fairfax County Department of Tax Administration (DTA) as ‘garaged’ at your RPPD address. Your company will be asked to provide this number when indicating that you have use of the vehicle.

Driving a government issued vehicle
If you are a resident that resides within a Residential Permit Parking District (RPPD) and you are driving a government issued vehicle, you may be able to apply for a parking permit for the vehicle. You will not be able to apply using the online application as a specific form and additional documentation is required.

Diplomat with international or out-of-state driver’s license and vehicle
If you are a diplomat with an out-of-state driver’s license and reside within an Residential Permit Parking District (RPPD) and you are driving your own out-of-state vehicle, you may be able to apply for a parking permit for the vehicle. You will not be able to apply using the online application as a specific form and additional documentation is required.
Please note that your vehicle must be registered at the Fairfax County Department of Tax Administration (DTA) as ‘garaged’ at your RPPD address. You will be asked to provide the property number on your application.

- Copy of diplomatic ID
- Copy of your lease or mortgage statement to verify your address

I just moved into a restricted parking district
If you are a new resident in a Residential Permit Parking District (RPPD), you may be able to apply for a one-time-only temporary parking permit for your vehicle. You will not be able to apply using the online application as a specific form and additional documentation is required.
Please note that you must comply with all Virginia and Fairfax County vehicle registration requirements before applying for a permanent parking permit for your vehicle.
Required Documents:
- Current driver’s license
- Current vehicle registration to include VIN and plate
- Copy of lease (showing move-in date) or mortgage/closing document (showing date address acquired) to confirm RPPD address
- Application form

Commercial vehicles and trailers
Section 82-5-7 of the Fairfax County Code, prohibits the parking of commercial vehicles in residential districts at all times. Commercial vehicles are not eligible for a parking permit or use of a visitor pass.
Trailers: Parking permits are only issued to motorized vehicles. Trailers may not be parked in a district during the hours of restriction.
