The meeting was called to order at 7:15pm
Main Topics Discussed
Meeting minutes of 02/01/05 were approved.
Board Referrals:
There were no new referrals from the Board of Supervisors.
Transportation Summit
Assignments were given to the TAC members for the group break-out sessions and a general agenda of the meeting was discussed.
Capital Improvement Program
Rob Stalzer made a presentation explaining the county-wide and district capital improvements planned for the next 5 years and for the 5 year period thereafter; he also discussed the bond referendum mechanism and the likely schedule for the bond referenda through 2014; the capital improvement program covers major projects such as schools, libraries, roads, facility improvement and the like; CIP relates to capital improvements and not to normal maintenance, although it does encompass capital renewal projects which are major system replacements; and Mr. Stalls explained the relationship of debt service to the overall county budget (currently about 8.1%).
TAC Award Nominations
Two candidates were nominated and both were deemed to be eminently qualified. Ellen Posner was selected to receive this year's award. George Barker will thank Supervisor Gross and indicate that she can nominate Larry Ichter again next year.
Transportation Section of the Comprehensive Plan
After reviewing the draft final comments of the TAC, the group passed a motion to forward these final comments and recommendations to staff. After the staff has reviewed these comments and recommendations, the TAC will review the proposals of the staff and it may make comments to the Planning Commission.
Mount Vernon Council Resolution
Earl Flanagan distributed copies of this Resolution recommending use of the Transportation Nominations for changes to the Comprehensive plan and explained its intent.
Legislative Update
Michael Lake explained the Transportation Funding Allocation as it applies to Fairfax County. Essentially, two major transportation bills were passed relating to (1) the Rail Enhancement Funding Bill and (2) the Transportation Partnership Opportunity Funding Bill. The Photo Red legislation did not pass. A more detailed summary of this legislative session will be presented in the future.
Report on Recent Meeting of the Transportation Committee of the Planning Commission
Camille Klein identified three major transportation topics from the recent Planning Commission meeting that she attended. First, with respect to Metro Rail, one of the Tysons stations has been moved as a result of land stability and water run-off concerns. Second, Leonard Wolfenstein summarized the status of the Transportation Plan Update. Third, the contract relating to the scope of services for the Tyson design study with Cambridge Systematics and HNTB was discussed.
