There were no new referrals from the Board of Supervisors.
Policy Plan Review
Staff is completing the final draft version of the Transportaion Policy Plan to put out for public comment. This version has merged the TAC version and the original staff version into one document. Staff is currently reviewing the typical cross section, glossary and appendices. The document is planned to go public in October with public meetings through November. TAC has asked for a timetable of actions after public release.
Dulles Rail
Rick Stevens from FC DOT gave an update on the Dulles Rail project. A required submission was made to FTA on August 15, 2005. The project’s cost effectiveness rating is $23.54, which continues to meet the FTA threshold for cost effectiveness of $25.00. In June, an initial cost estimate of $2.4 billion was released. Since that estimate, additional reviews and value engineering has taken place which has cut the total cost estimate by $600 million down to $1.8 billion. The current estimate assumes a local contribution of $460 million. The tax district was approved for $400 million, and the County Executive and staff are exploring ways to fund the difference of $60 million. One potential source is that the Dulles Toll Road toll increases have not deterred users as much as anticipated, and there may be more revenue realized than expected.
Preliminary Engineering has begun on Phase II, but is proceeding slowly as planned until Phase I is complete. FTA will be starting a risk assessment in light of Final design approval submission. Construction of Phase I is expected to being in early 2007.
Spot Projects
The TAC is currently wrapping up the FY 2007 TAC Spot list for submission to the Board. Braddock and Sully Districts presented projects at the meeting, Mount Vernon has conveyed their projects to staff and Providence District will proceed with projects resulting from previous priority lists submitted to staff.
The TAC moved to proceed with the current list of submitted projects for Board consideration, and to update the list with remaining district submissions as soon as they are complete.
