FAIRFAX COUNTY TRANSPORTATION ADVISORY COMMISSION
MEETING SUMMARY

Regular Meeting - October 4, 2005
7:15 PM - Room 7, Government Conference Center

TAC Members in attendance:Chairman George Barker, Vice Chairman Janyce Hedetniemi, Secretary Roger Hoskin , Jeff Parnes, Brian Deery and Earl Flanagan.

The meeting was called to order at 7:30pm

Meeting minutes of 09/06/05 were approved.

Board Referrals:

There were no new referrals from the Board of Supervisors.

2020 Transportation Plan:

Tom Biesiadny reported the NVTA (Northern Virginia Transportation Authority) is currently at work on TransAction 2030, a regional transportation planning effort underway to update the Northern Virginia 2020 Transportation Plan. The NVTA monthly meetings are held in the offices of the NVRC (Northern Virginia Regional Commission).

The Authority, created by the Virginia General Assembly in 2002, is charged with developing a regional transportation plan, working with Northern Virginia's communities to develop regional priorities and policies to improve air quality, and serving as an advocate for the transportation needs of Northern Virginia before the state and federal governments. The NVTA is made up of 14 voting and 2 non-voting members. Nine of the voting members are from local governments; Fairfax County being represented by Board of Supervisors Chairman Connolly.

A consultant and staff of the member jurisdictions like Tom are preparing a draft for NVTA member support. The Plan will be used to update the Constrained Long Range Plan of the Metropolitan Washington Council of Governments, a requirement for federal funding assistance.

Spot Projects:

Roger provided staff with 3 Mason District spot improvement needs.

Transportation Policy Plan Review & Public Outreach:

Janyce reported on a joint meeting of 4 TAC members with members of the Planning Commission Transportation Committee and Non-motorized Transportation Committee. The members reviewed a draft revised Policy Plan prepared by TAC with a later version of the TAC draft prepared by staff. A little over half of the changes were re viewed and many changes to proposed text were recommended. Staff agreed to prepare a new draft based on recommendations for resolution at a special TAC work session on October 19.

Tysons Area Plan Study:

Janyce reported on the Tysons Coordinating Committee of which she and George are members. The Committees mission is to update the1994 Plan to: 1. Promote more mixed use; 2. Facilitate better transit-oriented development; 3. Enhance pedestrian connections throughout Tysons; 4. Increase the residential component of the density mix; 5. Improve the functionality of Tysons, and; 6. Provide for amenities and aesthetics in Tysons, such as public spaces, public art, parks, etc.

 

The scope of the Committee’s charge is to: 1. Focus on transit nodes; 2. Fold APR nominations into this process; 3. Ensure that transportation impacts are addressed; and 4. Help define the future of Tysons.

 

The Committee’s original membership of 13 was increased by 22 representing additional magisterial districts; the Chamber of Commerce and TYTRAN; neighborhoods on both sides of Rt. 123, and Westwood at Ashgrove; Dranesville and Hunter Mill district neighborhoods or coalitions; and a chair person appointed by the Chairman of the Board of Supervisors.

The Committee will be using power point informational and educational outreach methods for community charettes and focus groups; working groups as deemed necessary and useful; and public outreach presentations to civic associations, community meetings, business and Chamber meetings.

The Tysons Coordinating Committee should complete its work in 15 months. The Committee, with assistance from County staff and the facilitators, are preparing a report and plan amendments for Planning Commission and Board of Supervisors consideration.

Announcements:

Earl provided and update on transportation concerns associated increased traffic in and around Fort Belvoir as a result of the Federal Base Relocation, Alignment and Closing Act, reported consideration of extending the Metro Yellow Line to Beacon Hill, and the environmental impact assessment underway of alternate roads that can act as a substitute for Woodlawn Road through Fort Belvoir which was closed for security reasons.
