Fairfax County Transportation Advisory Commission

Date: May 2, 2006

TAC Commissioners in Attendance: Chairman George Barker, Vice Chairman Janyce Hedetniemi, Secretary Jeff Parnes, Brian Deery, Roger Hoskin and Earl Flanagan.

Others in Attendance: Department of Transportation Staff; Tom Biesiadny, Jay Guy and Mike Lake; and guest Rick Canizales, Prince William County Department of Transportation and staff to NVTA.

The meeting was called to order by Chairman George Barker at 7:30pm

Meeting Minutes: A summary of the April 4, 2006 Regular meeting was approved as presented.

Board Referrals:
There were no new referrals from the Board of Supervisors. See Other Business below on past Parking Resolution referral.

Main Topics:

TransAction 2030 Plan: Rick Canizales provided a presentation of the final draft of the TransAction 2030 Plan developed by the Northern Virginia Transportation Authority.
Rick provided the TAC with a PowerPoint presentation and written Summary of the
TransAction 2030 Project. He noted that in updating the 2020 Plan 2 billion in project that are underway or completed were removed from the 2030 Plan and the Constrained Long Range Plan of the Washington Council of Governments. He also noted that the 2020 Plan was auto oriented whereas the 2030 Plan is transit oriented. Despite planned investments of 30 billions between 2005 and 2020 Northern Virginia level of service has declined. The 2030 Plan proposes an additional 16 billion between 2005 and 2030 that will improve highway level of service in most corridors. The 2030 Plan will require and additional investment of 664 million per year for 25 years. Formal adoption by NVTA is scheduled for June 2006.

Virginia General Assembly: Tom Biesiadny provided an update on a budget for VDOT and various transportation projects. The Senate has agreed to consider Transportation separate from the general budget and passed 3 bills for action by May 3. Stay tuned.

Spot Improvements: Jay Guy reported that projects for Braddock are still needed. Staff is preparing a memo from TAC to the Board of Supervisors hopefully with Braddock included.

Tysons AP Study: Vice Chairman Hedetniemi provided an update on community involvement in the Study by the Coordinating Committee of which she and Chairman Barker are members. A community group did meet with Jim Scott as an interim Chairman. Of special interest at the present time are what values may be affected by introducing 4 new transit stops.

TAC Awards: Vice Chairman Hedetniemi, Earl Flanagan and Roger Hoskin nominated Chris Wells or Bruce Taylor for the 2006 TAC Award. The TAC selected Chris Wells as
the recipient of the 2006 Award to be presented by the Chairman of the Board of
Supervisors in July.

Other Business: The Mount Vernon Parking District Resolution will be taken up at the June meeting. DOT staff lead by Bruce Taylor will provide detailed pro’s and con’s at that time. The Board of Supervisors previously referred this to staff and the TAC for advice.

Announcements: Kathy Ichter will provide the TAC in June with, hopefully, a final Virginia Legislation Update.

Jay Guy alerted the TAC that the regular June TAC meeting will be across the street in the Herrity Building room1004 at 7:15 pm.

Jeff Parnes urged TAC members to attend the Planning Commission’s upcoming Transit-Oriented Development Committee initial meeting on May 24 in the Board room of the Supervisors. 7 additional meeting are planned ending on October 4.

Earl Flanagan announced that 8 cents out of every gasoline dollar is profit and 58 cents government taxes.
