Fairfax County Transportation Advisory Commission Date: Regular Meeting – December 5, 2006 TAC Commissioners in Attendance: Chairman George Barker, Vice Chairman Janyce Hedetniemi, Jennifer Joy Madden, Earl Flanagan, Jeff Parnes, and Roger Hoskin. Others in Attendance: Department of Transportation Staff Calvin Lam, Bob Owolabi, Bruce Taylor, Rollo Axton and Jay Guy. The meeting was called to order by Chairman George Barker at 7:20 pm Meeting Minutes: Approved minutes from October 3, 2006, Regular TAC meeting.
Main Topics DiscussedBoard Referrals: Main Topics: Congratulations to Earl Flanagan who is the newly appointed Mount Vernon District Planning District Commissioner. This will be his last TAC meeting. Fairfax Connector Operations Update: Rollo Axton gave an update on Fairfax Connector accomplishments and ridership growth over the past several years. The presentation covered operations at the Huntington and Reston-Herndon Divisions as well as three recent initiatives including the Dulles BRT, the South County Bus Plan and the Richmond Highway Public Transportation Initiative. Mr. Axton also discussed the plans for Connector expansion with the construction of the West Ox Bus Garage. The TAC requested that staff come back in the future to discuss bus access to the four new Tysons Metrorail Stations. Residential and Community Parking Study: There was discussion of the Residential Parking Study. The Board of Supervisors adopted all of staff’s recommendations except for deferring to the Planning Commission’s recommendation on the number of parking units required for single-family detached units. Countywide Community Parking District Discussion: The TAC continued their discussion of the Board’s referral to make a recommendation on the Mount Vernon Council’s request for a countywide Community Parking District (CPD). The TAC asked staff to prepare a list of options with pros and cons for implementation of each. There are six main options:1. a Countywide CPD; 2. Retain the existing program; 3a. implement CPDs based on density similar to Prince William County with set boundary or “border”; 3b. implement CPDs based on density clusters at specific locations; 4. implement CPDs by magisterial district; 5. implement a countywide CPD with an option of communities to opt-out; and 6. retain the existing system with modified rules for easier qualification and implementation. Tyson’s Plan Status: Janyce Hedetniemi indicated that multiple subcommittees have been formed to deal with the issues associated with creating the plan. The subcommittees include Communications; Transportation Demand Management (TDM); Affordable Housing; and others. Multiple public meetings are being scheduled for public input. Other Business: None Upcoming Agendas: Transportation Area Plan update (if needed), Countywide Community Parking, 2007 Bond Referendum Pedestrian projects, County Legislative program for 2007. The meeting was adjourned at 9:10 pm. |
