Fairfax County Transportation Advisory Commission Date: Regular Meeting – February 6, 2007 TAC Commissioners in Attendance: Chairman George Barker, Vice Chairman Janyce Hedetniemi, Jenifer Joy Madden, Jeff Parnes, Roger Hoskin, Eric Thiel and Mack Rhoades. Others in Attendance: Fairfax County Staff: Bob Owolabi, Mike Lake and Karen Moreland. Susan Shaw, VDOT. The meeting was called to order by Chairman George Barker at 7:15 pm Meeting Minutes: Approved minutes from January Regular TAC meeting. Main Topics DiscussedBoard Referrals: Main Topics: Countywide Community Parking District (CPD) Discussion: The TAC began the discussion on CPDs by reviewing the seven options for recommendation to the Board of Supervisors from the January meeting. After the discussion, the TAC eliminated two of the considered options, and had questions for staff on some of the remaining options. Staff will return to the TAC in March to discuss the following options for recommendation to the Board:
Route 28 PPTA Projects: Susan Shaw from the Virginia Department of Transportation (VDOT) and Karyn Moreland from FCDOT made a presentation on the Route 28 Public-Private Partnership Transportation Act projects that VDOT, Fairfax County and Loudoun County have jointly financed and constructed. The projects have been financed primarily through VDOT funding, Route 28 transportation tax district bonds, Northern Virginia Transportation District bonds and Economic Development Authority bonds. The first phase of the project was undertaken in 1992 and included widening Route 28 from two to six lanes and constructed three interchanges. Phase II has included six initial interchanges, and improvements to the Loudoun County parkway and Centreville Road. The current stage of the project includes the final four interchanges at Willard Road, Frying Pan Road, Nokes Boulevard and a partial interchange at Innovation Drive. These interchanges are scheduled to be complete in 2009. Legislative Report: Staff gave the TAC an update of the Virginia General Assembly activities and progress of transportation issues. Among the highlights of the discussion were the transportation funding bill and the photo-red bill. Tyson’s Plan Status: The TAC representatives on the Tysons team gave a brief update on the work of the team. Other Business: None. Upcoming Agendas: Transportation Area Plan update (if needed), Countywide Community Parking, County Legislative update, BRAC Transportation Issues, Dulles Rail update. The meeting was adjourned at 9:10 pm. |
