Transportation Plan Update
FCDOT provided a briefing on the status of the Transportation Plan Update Phase II. Leonard Wolfenstein reported that the Fairfax County Planning Commission will hold a Public Hearing on Wednesday, May 30, 2007 on the plan. The hearing will address minor technical changes to the plan that were adopted by a Board motion on July 31, 2006. One substantive change to the plan that will be considered is the addition of a circle designating a full interchange improvement at Fairfax County Parkway and Sunset Hills Road/Spring as proposed by Supervisor Dubois.
HB 3202 - Comprehensive Transportation Funding and Reform Act of 2007
A briefing was presented on implementation of the recently enacted Comprehensive Transportation Funding and Reform Act of 2007 which gave new authority to Northern Virginia Transportation Authority (NVTA). Five groups are currently looking at various aspects of NVTA implementation including: finance, legal, project implementation, public outreach, and organization. The implementation team is scheduled to meet in May, report by June 1 and fully implement the plan by August 2007. The biggest issue facing the NVTA is imposition of various transportation fees. A legal challenge to the authority of NVTA, as a non-elected body, to raise taxes is expected.
BRAC
It was reported that a letter was sent from the Board of Supervisors to the Army on the Draft Environmental Impact Statement related to the consolidation of activities at Fort Belvoir as a result of BRAC implementation.
Tysons Area Plan Study
The TAC was updated on the Tysons Area Plan Study. It was reported that comments have been received from the public at a number of work shops related to the impact on transportation and street grids from Tysons Corner development. Consultants are currently working to develop substantive proposals from the conceptual plans that were discussed at the work shops. The Tysons transportation committee is currently develop its plan.
TAC Award
The TAC voted unanimously to award Ahmed Rayyan, Chief, Planning Support Branch, FC Department of Public Works and Environmental Services the 2007 Transportation Achievement Award. Mr. Rayyan was honored because of his exceptional work in assisting a community group through the feasibility study process for a recreational trail in Fairfax County’s Hunter Mill District. Mr. Rayyan went above and beyond his usual duties, including meeting with the group on weekends and providing personal attention to develop the most cost-efficient ways to spend limited grant resources. The award is to be presented on May 21, 2007.
