Update on Annual Report of Capital Projects in Fairfax County:
Karyn Moreland, Chief, Capital Projects Section, FCDOT, provided the Annual Report, including Board's four-year program (2005-2008) that is approaching 100 projects that are addressed in the report, as well as a summary of projects in the pipeline that are not in the 4-year program. She also provided the draft of the Chairman's Second Term 4-year plan (2008-2011). Projects are developed from "running lists" of known problem areas. Priorities evolve depending on complexity or lead-time issues such as right-of-way, and local District input. Projects on the list are either active now or are projects that can reasonably be expected to be completed within a four year timeframe. The program list includes projects from multiple funding sources and is essentially a master tracking list with status updated by staff throughout the 4-year period.

Photo Red Light Program Update:
Bruce Taylor, Transportation Planner IV, Capital Projects and Operations Division, FCDOT, presented the program updates. He said the program ceased in 2005. It has been reauthorized state-wide by the legislature with allowances for numbers of cameras by geographic area. Staff is considering and evaluating a range of methods to implement the program anew. The Board has not yet been presented with recommendations, nor made any decisions on whether, when, or how to implement the program. The new program requires a Traffic Engineering Safety Study for each intersection where a camera is being considered. VDOT must approve any new installation and will make their evaluations based on the engineering studies. Prior program had thirteen cameras. New plan will likely start with 25 intersections and could expand to up to 100 cameras. Staff believes more cameras could have a positive safety benefit of increased awareness resulting in fewer rear-end collisions than were occurring in the past where cameras were located but people did not expect drivers to actually stop in front of them. Universally, the cameras tend to reduce angle crashes even though they do tend to cause increases in rear-end crashes. First cameras could be installed by next fall if all goes right and the Board approves implementation. Vendors are being consulted during this process. The program will also require additional County staff to manage the resulting violations. Program will have a transition period for implementation if approved. The new authorization requires the program to be based on fixed-fee rather than payments based on violations.

2007 Bond Referendum Updates:
Janyce Hedetniemi, TAC member reported that, unlike prior years, there were very few requests for voter briefings on the upcoming referendum. The referendum passed by over 80 percent of the vote. Bond funds can now be made available as needed.

Tysons Corner Area Plan Study:
The Tysons Land Use Task Force is hosting a public meeting on Monday November 26, 2007 at 7pm at Marshall High School cafeteria, 7731 Leesburg Pike, Falls Church, VA. Presentations will include the nature of the planning effort that is ongoing and to inform the public of what is coming. The venue will be a good opportunity for the public to ask questions. Issues to be addressed include connections to HOT lanes, circulator bus service and routing, bicycle and pedestrian accommodations. More detailed studies are ongoing and will result in the development of multiple options to address the issues, but the results of those studies would not be ready for the November 26th public meeting.

Other Business:
TAC Bylaws and Procedures - Robert Owolabi provided the group with the bylaws and procedures for general reference

Agenda for Upcoming TAC Meetings:

  • NVTA organizational and status update (potentially after Executive Director is in the position)
  • Beltway HOT lanes update prior to public meetings scheduled for February 2008
  • Report on activities in Richmond under new legislature
  • Presentation on the Board's legislative package after the first of the new year (January 8th)
  • Staff report on how to address the need for notification signs announcing the name of the next street where there are dedicated turn lanes with physical barriers or long distances

Announcements:

  • Ground-breaking for pedestrian bridge over Route 50 east of Seven Corners intersection
