Asbestos Directive 1

A written compliance plan must be submitted to this office for review and approval BEFORE work begins on the construction project. The compliance plan must adequately address the implementation of STANDARD OPERATING PROCEDURES to achieve compliance with Directive 1 and 2 at the construction project. Amendments to the compliance plan that reflect less stringent operating procedures must be submitted to this office for review and approval BEFORE implementing the new operating procedures. The compliance plan will include a signature agreement page that will contain at a minimum, the signatures of the property owners, the developer, the main contractor, and appropriate Fairfax County Health Department officials.

Representative air monitoring of the construction site and work activities must be conducted during all phases of the manipulation of the actinolite/tremolite containing material, including but not limited to drilling, excavating, back filling, loading or disposal. No owner or other person shall cause or permit the discharged into the atmosphere, from any construction activity, any emissions of asbestos in such quantities as to cause, or contribute to a 24 hour average public exposure in excess of 0.020 fibers per cubic centimeter of air. Directive 2, "Monitoring and Reporting Requirements for Construction Activities In Actinolite/Tremolite Soil Sources", covers the specifics to meet this paragraph.

The disposal of actinolite and tremolite containing spoils must be addressed in the COMPLIANCE PLAN and the spoils deposited in a PRE-APPROVED disposal site. The recipient of these spoils must be notified in writing (HAZCOM) that the material contains actinolite and/or tremolite minerals and may contain asbestos. Contaminated spoils removed from the site cannot be considered clean fill. Contaminated spoils must be sufficiently wetted and transported in trucks equipped with effective covers in order to insure that fibers will not be released during transit. All final contaminated spoils disposal areas and the finished grade of the developed land shall be covered with six (6) inches of clean compactible material.

SUFFICIENT NOTICE SHALL BE GIVEN TO ALL SUBCONTRACTORS ON THE SITE OF THESE REQUIREMENTS ALONG WITH A COPY OF THIS DIRECTIVE. NOTE: THE COMMONWEALTH OF VIRGINIA DEPARTMENT OF LABOR AND INDUSTRY, DIVISION OF OCCUPATIONAL HEALTH HAS DETERMINED 29 CFR 1926.58 APPLIES TO ALL ACTINOLITE/TREMOLITE SOIL SOURCES.
