Resources for Children with Disabilities: Medicaid Waivers

Children and adults with disabilities who meet certain requirements may be eligible for funding for support services through Medicaid waivers. These waivers provide community services that can include, but are not limited to, personal care, respite care, day support, supported employment and assistive technology. Waiver eligibility is not based on the income of the parents.

Beginning July 1, 2016, the Fairfax-Falls Church Community Services Board becomes the single “point of entry” for individuals and families to apply for the following current Medicaid waivers: Intellectual Disability (ID), Developmental Disabilities (DD), and Day Support (DS) waivers.

Virginia has announced plans to replace these current waivers with three new waivers later this year (i.e., Building Independence, Family and Individual Supports, and Community Living waivers.) The CSB will remain the point of entry for the new waiversonce they are implemented..

Waiver

Criteria/Application/Contact Information

Intellectual Disability (ID Waiver)*

Diagnosis of an intellectual disability or be under six and at developmental risk and require a high level of care. Request the Level of Functioning Survey from the Community Services Board.

 Individual and Family Developmental Disabilities Support Waiver (DD Waiver)*
Diagnosis of a developmental disability or related condition requiring a high level of care. Apply at age five years & nine months.

Elderly or Disabled with Consumer-Direction Waiver (EDCD Waiver)
Must meet nursing facility eligibility criteria including medical needs and functional capacity. Read the Universal Assessment Instrument (UAI) and complete the pre-screening process by calling Fairfax County Coordinated Services Planning or Fairfax County Aging, Disability, & Caregiver Resources.

Day Support for Persons with Intellectual Disabilities Waiver*

Technology Assisted Waiver
Must require ongoing skilled nursing care and be dependent on technology to substitute for a vital body function. Read the Universal Assessment Instrument and contact Virginia Department of Medical Assistance Services.

Early Periodic Screening, Diagnosis, and Treatment (EPSDT) Program
Comprehensive and preventive child health program for individuals under the age of 21, which includes periodic screening, vision, dental, hearing services, as well as therapies and in-home supports. Contact Virginia Department of Medical Assistance Services.
