Developing the strategic vision is only the beginning; the strategies must be implemented to achieve the goal of ending homelessness.



  • Create a leadership structure to oversee implementation of the plan.

  • Develop additional funding options and refocus existing resources.

  • Prepare a long-term implementation plan with specific actions linked to resources and the responsible organization and an annual performance plan.

  • Create opportunities to ensure the voices of the homeless and people working on the front line of service delivery are heard.

  • Measure success in ending homelessness and in meeting annual performance targets using the Homeless Management Information System

  • Issue and widely distribute annual performance reports.

  • Ensure the community and its elected leaders are kept informed about the plan and its implementation.
