At the
beginning of the Board
meeting,
Supervisor Hudgins asked the Board to note the passing of Barbara
Aaron, member
of the Reston Association Board of Directors and community activist.
Resolved to commemorate 2007 as the 400th
anniversary of the founding of Jamestown. Requested by Chairman Connolly.
Administrative Items
Authorized the advertisement for a Planning Commission Hearing on
February 1, 2007 at 8:15 p.m. and a Board Hearing on March 12, 2007 on a
Proposed Amendment to Comply with Newly Adopted State Code Provision regarding
Persons Engaging in the Creation or Operation of Wetland Mitigation Banks in
Multiple Jurisdictions. Amendment addresses a newly adopted State Code provision, which
allows the submittal of general annual erosion and sediment control
specifications to the State by persons engaging in the creation and operation of
wetland mitigation banks in multiple jurisdictions in lieu of the submittal of a

Authorized the advertisement for a Planning Commission Hearing on
February 1, 2007 at 8:15 p.m. and a Board Public Hearing on March 12, 2007 at
4:40 p.m. on proposed amendments to comply with newly adopted State code
regarding privately maintained streets and the funding of improvements to these
streets. Counties eligible for funds under the Rural Addition Program must
include a statement in their ordinance indicating that streets not build to VDOT
standards will be not eligible for acceptance into the system of state highways
unless upgraded to meet VDOT standards and not use funds appropriate by the

Approved installation of a speed table on Talisman Drive and a
speed table and multi-way stop sign on McKinley Street in North Vienna to

Authorized the
Fairfax County Police Department to apply for and accept a
$200,000 Department of Homeland Security Urban Area Security Initiatives (UASI)
Grant
administered by the District of Columbia with the American Red Cross of the
National Capital Area for our Animal Services that will permit Fairfax County to
take the lead in developing a capability to plan for a necessary evacuation of a

Authorized the advertisement for a Planning Commission Public Hearing on
February 28, 2007 at 8:15 p.m. and BOS Public Hearing on April 9, 2007 at 4:00
p.m. on a Proposed Amendment to the Zoning Ordinance Re: Large Retail Sales
Establishments. The proposed amendment imposes size limitations under which such uses
may be permitted either by right or by special exception approval. Main
objective is to mitigate the negative impacts that may occur when large retail
establishments are built within local communities under by right circumstances.

Adopted
the Board of Supervisors’ meeting schedule for January through December, 2007.
Authorized the advertisement for a Planning Commission Public Hearing on
February 22, 2007 at 8:15 p.m. and Board Public Hearing on March 26, 2007 at
4:30 p.m. on a Proposed Zoning Ordinance Amendment to Articles 6, 16 and 18 Re:
Planned Residential Community (PRC) District Regulations. Proposed amendment
clarifies that only land area included in the initial establishment of a PRC
District is required to be under single ownership or control, changes the
approval process for a PRC plan from administrative approval to a legislative
action by the Board of Supervisors, and updates the population factors utilized
in computing population density within the PRC District.

Action Items
Approved the authorization of $239.54 million to include $129.49m for School
facilities and $110.05 m for general County projects, including $49.75m for
Public Safety; $24.8m for Transportation, $15.0m County and Regional Park,
$14.0m for Libraries, $2.5m for Human Services, $2.0m for Revitalization of
Commercial and Redevelopment areas, and $2.0m for Public Safety Capital
Renewal.
Supervisor Hudgins moved and the Board Adopted a resolution creating the Fairfax County Safety Net Health
Center Commission , a public/private partnership model for
delivering effective safety net health care to low-income,
uninsured/underinsured residents of Fairfax County, and approved the recommended
composition of the Commission.
Authorized additional members to the Josiah H. Beeman Commission , which has been established to review the delivery
of mental health services in Fairfax County.
Authorized to file comments documenting the state of competition for cable
services in Fairfax County in a Federal Communications Commission (FCC) Notice
of Inquiry relating to its annual assessment of the Status of Competition in the
market for delivery of video programming (MB Docket No. 06-189).
Information Items
Planning Commission action
on application 2232-H06-14, Fairfax County Park Authority - Approval to establish 13.7
acres for a local park use to be known as the Lawyers Road Park, located at
10049 Lawyers Road, Vienna, VA.
Board Matters by Supervisor Hudgins and approved by the Board
Directed staff to review
our County Ordinance and offer recommendations to correct the lack of authority
to disengage home security systems when owners are away from home and the
alarm needs to be disarmed in compliance with the Noise
Ordinance
Expedited Board date of
March 12, 2007 for Woodland Park Crossing Retail, LLC - Proffer Condition
Amendment (PCA) 2003-HM-026 to change proffers to the
related timing of retail occupancy and the design of a
courtyard. (This motion should not be construed as a favorable recommendation by
the Board of Supervisors on the proposed application and does not relieve the
Applicant from compliance with the provisions of all applicable ordinances,
regulations or adopted standards.)
Requested that law
enforcement staff revisit the issue of enforcement of HOV lanes on the Dulles
Toll Road and I-66 so that those who follow the rules receive the intended
benefits of a faster commute.
Referred the Park
Authority Athletic Field Lighting Study to the Environmental Quality Advisory
Council (EQAC) for further review and report back to the Board of Supervisors on
its results.
Directed staff to invite Kerrie Wilson,
Executive Director of Reston Interfaith, to appear before the Board to be
acknowledged for her dedicated work and receipt of the Meyer Foundation
Exponent Award in recognition of her effective nonprofit leadership
accomplishments.
Requested the assistance
of the Office of Public Affairs in broadly disseminating information on the 2007
Dr. Martin Luther King, Jr. Day Celebration community events occurring in the
Reston community.
Directed staff to invite the family of
late Malcolm “Rich” Richardson before the Board to be presented with a
certificate of appreciation for Mr. Richardson’s many years
of volunteer service and thousands of hours donated to indexing
and advising the Fairfax County Public Library system.
Directed staff to invite Forest Edge
Elementary School Technology teams before the Board of Supervisors to be recognized for their
outstanding performance at the 2006 State Lego League Competition Virginia State
Finals in Blacksburg, Virginia.
Directed staff
to invite representatives of Vienna and Reston-Herndon branches, and other
Fairfax County branches of the American Association of University Women (AAUW),
to be recognized in celebration of 125 years of changing a nation through its
work in achieving equity for women.
Public Hearings
Approval of Special Exception 2006-HM-017 (Fiaza Hanniffa, Montessori
Children’s Center) to
permit an
increase enrollment from 99 to 150 children and a building addition located on
approximately 2.69 acres zoned R-1.
Approval to obtain citizen input for the Department of Community and Recreation
Services’ grant application to the Commonwealth of Virginia for funding under
the Federal Transit Administration (FTA) Section 5310 Program for three
replacement vehicles.
