- Authorized the advertisement for a
Planning Commission Hearing on February 22, 2007 at
8:15 p.m. and a Board of Supervisors’ Hearing on March 26,
2007 on a Proposed Zoning Ordinance Amendment Re: Affordable Dwelling Units –
Limits on Building Permits and Residential Use Permits.
Amendment
will allow all building permits to be issued within a project, but will
restrict Residential Use Permit issuance to 75% of the total number of units
until such time as at least 75 percent of the Affordable Dwelling Units in the
development have been issued Residential Use Permits for all types of
developments, except for rental multiple family dwelling units.
Deferred the Advertisement of a Public Hearing on a Proposed Agreement
with the Commonwealth Transportation Commissioner Regarding Sign Removal in
State Right-of-Way to receive
additional information.
- Referral of the Revised Code of Ethics (Addendum 2 to Chapter 16,
Personnel Regulations) for Employees of Fairfax County.
Revisions
to the current Code of Ethics, which was adopted in January 1963,
to
reflect current terminology and better support of the County’s Vision and
Values. Fairfax County Department of Human Resources will
forward the revised Code of Ethics to the Civil Service Commission for a
public hearing, in addition to the Employees Advisory Council for review and
comment prior to the action by the Board of
Supervisors, which is scheduled for April 9, 2007.

Organization (CHDO) Funds in amount of $1,085,938
from HOME investment Partnership Grant, to Good Shepherd Housing and Family
Services, RPJ Housing and Development Corporation, and Reston

Regional Water Supply Plan in Accordance with
Virginia Water Supply Planning Regulations, 9 VAC 25-780-10

Memorandum of Agreement (MOA) among Northern Virginia

jurisdictions to designate NVRC as the lead agency for development of
regional Water Supply Plan. (2)Designate Fairfax Water as the County’s agent

- Authorized an agreement with the Fairfax County Economic Development
Authority
(EDA) Transportation Contract Revenue Bonds for an additional $86,100,000 for
the Route 28 Project to escalate the construction of the four remaining above
grade interchanges.

Credit Program for Cedar Ridge Apartments providing for the renovation and retention for 195 (2, 3, and 4

Approved
Public Sector Sale for Roll-Over of Funding
for Crescent Apartments. Principal of $40.6m and interest in amount $2,019,768
is due February 15, 2007. An estimated $300,000 savings in annual interest
payments is possible through a competitive public sale to roll-over existing note and
permanent financing of the property.

Board
Matters by Supervisor Hudgins and approved by the Board
Directed staff to invite the families of
the
Reston
Children’s Center to come before the Board to be recognized for its
40 years of
continuous
quality after-school and preschool care to the Reston community. On Saturday February 10,
2007, the Reston Children’s Center will celebrate with a 40th
Birthday Gala at the Hidden Creek Country Club in Reston from 6:00 PM – 11:00
PM.
- Accepted the Supervised Visitation and Supervised Exchange
(SVSE) Task
Report recommendations: established the
three phase model to
reduce discord, promote safety and provide resources for conflicted
parties during domestic violence and
divorce proceedings as
outlined in
the report, continued its work for another year, added the Domestic Violence
Coordinator for Fairfax County to the Task Force, will provide a status to the
Board of Supervisors by end of 2007; and, further, the Board
commended
the Task Force for its comprehensive and thoughtful approach to addressing a
critical issue facing many families. Supervisor Hudgins also asked that the
Domestic Violence coordinator be appointed to the SVSE Task Force.
- Requested that staff and Board members be in
attendance at the
Department of Family Services’ Heart Gallery Reception on January 31, 2007, from 4
– 6 PM at the Government Center.
The
Department of Family Services will be hosting the Heart Gallery as part of its
foster care and adoption outreach. Also that the
Office of Public Affairs assistance in continuing to share the story of the
critical need for warm and loving homes for these children.
Public
Hearings
- Approval of Proffer Condition Amendment 2002-HM-035 (Fairfax County
School Board)
to Amend the Proffers for RZ 2002-HM-035 Previously Approved for a
Public School and Related facilities to permit Site Modifications.
Modification of the building footprint for Coppermine Elementary
School in order to relocate the loading docks to the north side of the
building, and move the building closer to the southern property line. Minor
modifications to the layout of the recreational fields are also proposed
pursuant to the approved development condition.
- Approval of Rezoning 2004-PR-044
(Tysons Corner Holdings LLC and Tysons Corner Property Holdings
LLC) to rezone from C-4, HC and SC to PDC, HC and SC to
Permit Mixed Use Development with an Overall Floor Area Ratio of 1.77, located
on approximately 78.65 acres.

Supervisor
Hudgins and staff welcome Bernadette Bettard who joined the
office this week, replacing Phylis Salak as Chief Aide. Ms. Bettard previously
served 15 years as a Residential Real Estate Appraiser and 8 years as a Senior
Commercial Real Estate Appraiser. Prior to working in the Department of Tax
Administration (DTA), she served 4.5 years as a Staff Coordinator/Urban Planner
in the Department of Planning and Zoning.
She is a
certified Urban Planner and also held positions as an urban planner in Little
Rock, Arkansas for 8.5 years and as a Graduate Intern in Urban Planning-related
issues for
one year in the Legal Department for the City of San Antonio, Texas.
