- Approved the following
streets in Hunter Mill District to be accepted into the State Secondary

- Approved
a Supplemental Appropriation Resolution for the Office of Emergency Management
to accept $302,402 from a DHS UASI Sub-Grant (regional emergency preparedness)
through the Northern Virginia Regional Commission for the purpose of
purchasing wheel chairs, stair chairs, multi-thread detection devices for fire
personnel, and hand-held RAD detection devices for law
enforcement.
- Endorsed the installation for "Yield
to Pedestrians in Crosswalk $100-$500 Violation" signs at two locations in
Hunter Mill District: Bluemont Way (Rt. 7199) and Discovery St.; and Bluemont
Way and Library Street, both in Reston Town Center.
- Adopted a Resolution for
the Fairfax County Police Department to accept $962,244 in Funding from
ChildSafeNet - to continue the Sexual Predator Enforcement and Apprehension
Detail (SPEAD) program.
- Authorized the
advertisement for a Planning Commission public hearing on
April 26, 2007 at 8:15 p.m. and a Board hearing on May 21, 2007 at 4:30 p.m.
to consider proposed amendments to the Public facilities manual (PFM) related
to fire hydrants, sanitary sewers, sidewalks, and an editorial change. The
amendment related to fire hydrants revised the PFM to incorporate the American
Association of State Highway and Transportation Official's (AASHTO) minimum
clear zone width for urban roadways. (Amendment complies with AASHTO). The
amendment related to sanitary sewers revises the PFM to eliminate the end cap
for inside sanitary sewer drop connections.The amendment related to
sidewalks revises the PFM to incorporate the Planning Commission's recommended
changes to the sidewalk provisions that were adopted by the Board on November
21, 2005. The amendment related to fire codes revises references in the PFM to
align with the Fairfax County Fire Prevention Code.
Action
Items
- Approved Fairfax
County's 2007 Disease Carrying Insects Program as recommended by the County
Executive to do the following: to conducta West Nile virus (WNV) surveillance;
to conduct
a proactive treatment of storm water catch basins; to conduct an aggressive
community outreach and education program to increase awareness and prevention
of WNV
and Lyme disease; to monitor and document WNV infections; to
continue a tick surveillance program to assess Lyme disease in the
County.
- Approved the appointment
of eighteen(18)
members to the Community Revitalization and Reinvestment (CRRC) Advisory Group
to assist the Board and staff in advancing revitalization and reinvestment
opportunities within the County.
- Authorized the filing of
a Notice of
Participation as a Respondent in Application of Verizon Virginia Inc. and
Verizon South Inc. for a determination that
retail services are competitive and deregulating and
Detariffing of the same in order to adequately safeguard Fairfax County consumers in a
deregulated environment.
Information Items
- Received information on
local comment letters to the Virginia Housing Development Authority for
multi-family housing developments concerning applications for federal housing
tax credits. These projects
will contribute toward meeting the County's goal of preserving affordable
housing. Developments seeking letters from the County include: Coralain Gardens
Apartments and Strawbridge Square Apartments in Mason District,
Crevenna Oaks Apartments and Summit Oaks Apartments in Braddock
District, and
Westminster
Oaks Apartments in Mt. Vernon District.
- Department of Public
Works and Environmental Services presented the 2006 VPDES Permit Annual Report
on the Municipal Separate Storm Sewer System (MS4) for Fairfax County,
Virginia which will be submitted to the Virginia Department of Conservation
and Recreation (DCR) in compliance with Part I, Section C.4 of Fairfax
County's permit to operate a Municipal Separate Storm Sewer System (MS4),
identified by the state as Virginia Pollutant Discharge Elimination System
(VPDES) permit number VA0088587.

before the Board for acknowledgement and appreciation for his twenty-one (21) years on
the Fairfax County Police Force and his outstanding service to
the citizens and students of Fairfax County.
Public
Hearings
- Approved rezoning application RZ
2006-HM-024 (Sekas Homes, LTD) to rezone from R-1 to R-3 to permit residential
development at a density of 2.75 dwelling units per acre, located on
approximately 3.995 acres - Tax Map 28-3 ((2)) Parcel 31, 1838 Beulah Road,
Vienna, Virginia to build eleven new homes.
- Approved Proffer Condition
Amendment PCA 82-C-060-02 Athena/Renaissance Reston LLC to amend the proffers
for Rezoning RZ 82-C-060 previously approved for residential development at a
density of 30.28 dwelling units per acre to permit a change in the site design
and multi-family unit type. Property is located in the northeast quadrant of
the intersection of Temporary Road and Reston Parkway and on the west side of
North Shore Drive. The site design now consists of a high-rise building in
lieu of the mid-rise previously approved; providing additional open space and
a greater set-back from Reston Parkway and Bowman Green
Professional Buildings; and provide affordable
dwelling units within the existing ParcReston
units.
- Approved Zoning
Ordinance Amendments to Articles 6, 16, and 18 Re: Planned Residential
Community (PRC) District regulations including:1) clarification that only land
area included in the initial establishment of a PRC District must be under
single ownership; 2) changing the approval process for a PRC plan from an
administrative approval to a legislative action by the Board of Supervisors;
3) revising the populations factors utilized in computing population density
within the PRC District; 4) deleting the provision that an approved PRC plan
is valid for three years unless a site plan is approved within that time; and
4) amending the application fee for a PRC plan. The Board also directed
staff to report with a proposal to review the PRC and Reston Master Plan as
needed.
- Approved Zoning
Ordinance Amendments regarding Affordable Dwelling Units (ADU) to limit the
number of building permits and Residential Use Permits (RUP). Allows all
building permits to be issued within the project, but will restrict the RUP
issuance to 75 percent of the total number of units until such time as at
least 75 percent of the ADU in the development have been issued RUP for all
types of development, except for rental multiple family dwelling
units.
- Approved the conveyance
of vacant County-owned property identified as Tax Map No's. 25-1 ((8))001 and
25-1((8))094 to the Virginia Department of Transportation for Project
0657-029-357-C501 to complete the Centreville Road widening project. Transfer
the fee simple title to VDOT to complete the Centreville Road widening. In
addition, staff is coordinating with VDOT to process a permanent traffic
signal easement for the property identified at Tax Map No. 25-1((1))0018E.
VDOT's offer of compensation to acquire these properties for its right of way
is $926,400.00. Funds will be deposited in Fund 304-Transportation
Improvement.
- Held a
Public Hearing on the Consolidated Plan Certification for the Public Housing
and Housing Choice Voucher Annual Plan Update for FY 2008 of the Fairfax
County Redevelopment and Housing Authority
- Approved an Ordinance
amending Chapter 7 of the County Code to relocate election polling places in
the Mount Vernon and the Springfield Districts, to rename a precinct in the
Springfield District, and to establish the hours and dates of the operation of
absentee polling places. The hours and dates of operation of the seven
absentee voting satellite locations for the general election on November 6,
2007, shall be from 3:30 p.m. to 7:30 p.m. on weekdays and from 9:00 a.m. to
5:00 p.m. on Saturdays beginning on October 17, 2007, and extending through
November 3, 2007.
- Held a
Public Hearing on the Draft Proposed One-Year Action Plan for FY 2008 in which the County
to receive $9,095,314 from federal programs administered by the U.S. Housing
and Urban Development: Community Development Block Grant funds: $6,192,316,
HOME: $2,457,387, Emergency Shelter Grant: $265,611, and Housing Opportunities
for persons with AIDS: $180,000. An estimated $10.4 million is available in
the County's Consolidated Community Funding Pool for funding projects and
activities in FY08, subject to BOS appropriations: CDBG Affordable Housing
Funds: $1,113,445; CDBG targeted Public Service Funds: $928,847; Federal and
State CDBG Funds: $567,489; and County General Funds:
$7,756,584.
Announcements
- Dulles Corridor Metrorail Project advances toward
construction.
The Virginia Department of
Rail and Public Transportation (DRPT) announced successful negotiation of a $1.6
billion design-build agreement with Dulles Transit Partners, LLC for final
design and construction of Phase 1 of the Dulles Corridor Metrorail Project. The
project remains on schedule to begin construction in Spring 2008. The completion
of negotiations will provide essential information to the Phase 1 project
partners, including Fairfax County and WMATA, to further evaluate and finalize
their commitments to the project, as defined by the Environmental Impact

- The Town of Vienna will
hold a Pardon Our Dust (POD) meeting to introduce the VDOT construction team
and their plan of operation for the Beulah Road improvements on Friday, April
13, 2007 at 7:00 p.m. in the Town Hall Council Chambers, 127 Center Street
South in Vienna. A VDOT Website for the Beulah Road to Sideling Court construction
project in the Town of Vienna, DETOUR MAP, project, and contact

- The Southgate Community
Center, located at12125 Pinecrest Drive in Reston is
seeking Homework Assistance volunteers to work with school-age students on

Notice
Fairfax County
staff
completed an
extensive
analysis of the non-solicited
Public-Private Educational Facilities and Infrastructure Act (PPEA) of 2002
proposal to
develop a mixed-use project at the Reston South Park and Ride facility, located
on approximately 10.6 acres. After review, using the criteria adopted by the
Board of Supervisors in October 2003, the staff has recommended that the County
not move forward on this unsolicited proposal. A follow-up meeting will
be scheduled later this month.
