Members present: Edythe Kelleher (chair), Sarah Newman, Betty Little, Bruce Wright, Steve Cerny

Others present: Frank de la Fe (Planning Commissioner), Goldie Harrison (Hunter Mill District), Tom Sekas, Kelly Atkinson, Drew Hushour (?) (Fairfax Co), and residents Barbara Leven, Gail Altenburger, and Mike Altenburger

Meeting called to order at 7:35 p.m.

RZ-2006-HM-024 Young Property, Sekas Homes. Tom Sekas, Kelly Atkinson (Land Design Consultants) The frontage trail will extend to State St plus there will a contribution of $10,000 for additional trail connections within one mile of the property.

Stormwater management concerns: The applicant is proposing more detention on the site than what is mandated. All runoff will be controlled by an infiltration trench underground. There will be a flat open field above the underground storage, which will be an underground pond large enough for a one year storm. Excess water goes into underground pipes to the neighbor’s pond and to the stream.

Over $100,000 will be contributed to the ADU fund, $10,000 to the Park Authority, plus $10,000 to trails, and $46,750 to schools for 4 students.

All of the funds above are proffers.

Applicant agreed to put a covenant in the deed regarding the need to maintain the grassy area as an undeveloped area.

Drew Hushour, Co staff person. There are three issues still being discussed. More info is needed related to the pond, the fence (7' brick piers and wood in the middle), and VDOT's concerns about the width of the trail being 6' vs. 10'.

Barbara Leven, 9518 Liberty Tree Lane. Has concerns about runoff from the proposed application.

Gail Altenburger, Liberty Tree Lane, How new is the stormwater technology? 10 years old. If there is additional runoff, what recourse do neighbors have? ¾ Million dollars bond. The county can inspect the property if there are complaints. She has concerns about the density; would like it reduced.

Mike Altenburger, Is there a decision reached by the committee? Yes. The next step is the January 18 Planning Commission hearing. There is a concern that the surrounding residents did not know about our previous meeting and heard a week ago about this meeting.

Long discussion of citizen input and notice of the plans before this meeting and the possibility of deferring the committee decision until January 16 meeting. So moved.

Mr. Wright notified the committee that he will be resigning his appointment in the near future.

Election of officers was postponed.

Meeting adjourned at 8:30 p.m.
